DSHS ALTSA APS - Office Chief - Program Integrity, Performance, and Advancement (PIPA)
Adult Protective Services (APS) Division within the Aging and Long-Term Administration (ALTSA), Department of Social and Health Services (DSHS) has an exciting opportunity for an Office Chief to join our team.
The Office Chief of Program Integrity, Performance, and Advancement reports directly to the Deputy Director of Adult Protective Services (APS), a division within the Aging and Long-Term Support Administration (ALTSA). ALTSA has the mission of transforming lives by promoting choice, independence, and safety through innovative services. APS receives reports and investigates vulnerable adult abandonment, abuse, neglect, exploitation, financial exploitation, and self-neglect, and offers and provides protective services.
You'll manage and oversee a team of professionals who are focused and accountable for the division’s program integrity and quality improvement (QI) initiatives, workforce development activities, projects, grants, contracts and outreach and engagement activities. These activities support the overall division and staff statewide.
As the Program Integrity Performance and Advancement Office Chief, you will supervise, manage, and oversee all aspects of the unit and is a critical member of the APS executive leadership team with significant input and responsibility for short- and long- range division planning and overall responsibility for the development, management, and implementation of statewide program integrity and quality improvement efforts, related policies, procedures, practices, performance and outcome measures, training, outreach and workforce development.
This position supervises, leads, and manages through advanced level leadership and management skills, supporting the Aging and Long-Term Support Administration (ALTSA) mission to transform lives.
Some of what you’ll do

  • Develop, manage, oversee, and implement all division program integrity initiatives to create performance effectiveness and accountability to reduce risk and serve vulnerable adults.
  • Develop, manage, oversee, and implement statewide division quality improvement (QI) initiatives with continuous and ongoing actions to achieve measurable improvements in efficiency, effectiveness, performance, accountability, outcomes, other indicators of quality in division core work, and ensure that the division meets the state and federal guidelines and other compliance indicators.
  • Develop and implement key strategic division performance measures and improvement initiatives focused on overall program and operational effectiveness and develop and track key targeted focused interventions and strategic outcome measures to enhance overall program integrity.
  • Create an environment for accountability and learning based on continuous quality improvement principles and methodologies. Collaborative partnerships are expected to be created with internal and external customers with information feedback loops.
  • Develop, support, and maintain a single approach to program integrity and QI through unit activities resulting from internal and external audits and problem-solving to generate solutions for division improvements and outcomes.
  • Develop and implement responses to federal and state audits, quality assurance, and corrective action plans.
  • Manage, oversee, and track division projects to include, working with project sponsors, project managers, staff, and improvement teams to determine scope, aim, measurement set, and change development and implementation. Provides guidance on improvement methodologies and application to projects.
What we’re looking for:
  • Bachelor’s degree from an accredited college/university in public administration, business administration, human services, healthcare administration, social work, organizational management, or related field with seven or more years relevant professional experience in the following areas listed below (or a combination of education and/or work experience);
    OR
  • Eleven years of professional/practical experience in public administration, business administration, human services, healthcare administration, social work, organizational management, or related field of experience.
AND
  • A minimum of seven years of experience supervising and managing personnel that includes high-level managerial experience with a proven track record for effective team management, results-driven leadership, excellent communication, and problem-solving skills.
  • Five years of experience managing, developing, and implementing high-profile programs and new initiatives.
  • Experience in quality improvement concepts, principles and processes or managing a continuous quality improvement program.
  • Ability to understand and apply human resources policies, collective bargaining agreements, employment laws and concepts.Preferred Skills and Abilities:
    • Master’s degree from an accredited college/university in public administration, business administration, human services, healthcare administration, social work, organizational management, or related field.
    • Demonstrated experience in managing, directing, and overseeing implementation of the goals, objectives and outcomes federal grants and identifying future grant opportunities for the division and directing the work beyond the grant period.
    • Comfortable in quickly adopting new tools and techniques to support changing work environment.
    • Experience creating strategic planning programs that are equitable and inclusive with a demonstrated practical commitment to equity, diversity, access, and inclusion.
    • Supervisory experience with professional-level staff and effective virtual/remote management skills.
    • Strong focus on creating a culture of compliance within teams regarding the policies, procedures, laws, and directives that govern the work and behavior of teams.
    • Ability to effectively partner and collaborate with internal and external community partners and agencies, business partners, and staff to develop strategies and improve quality and services for vulnerable adult populations.
    • Effective experience in managing large unit/team; conflict management, person centered skills, project management, active listening, emotional intelligence, strategic planning.
    • Experience cultivating an environment of engagement, belonging, respect, empathy, active listening, trust with a commitment to creating equity, diversity, access, and inclusion.
    • Ability to create a strong focus and culture of compliance within teams regarding the policies, procedures, laws, and directives that govern the work and behavior of teams.
    • An understanding of public policy issues and interests that impact social service.
      Experience developing strategic planning programs and producing strategic planning products and services.
    • Demonstrated experience in effective team management, results-driven leadership, quality assurance, excellent and adaptable written/verbal/non-verbal communication skills, and ability to solve problems.
    • Ability to analyze data and produce, compile, evaluate, and organize data and make presentations in multiple formats.
    • Analytical skills and demonstrated ability to collect and analyze data from systems and make thoughtful recommendations that result in positive program changes.
    • Demonstrated critical and applied quantitative and qualitative analytical skills.
    • Experience managing multiple projects in a fast-paced, deadline-driven environment.
      Experience teaching adults, or in training adults, and in curriculum development and workforce systems.
    • Demonstrated success in working collaboratively with other agencies, tribal nations, community leaders, and the public.
    • Ability to resolve conflicts or complaints between persons and groups with diverse personalities and differing goals.
    • Methods and techniques of policy development and management, including principles and practices of program planning and evaluation.
