In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking a Highway Maintenance Supervisor to lead the team out of Forks, WA in the Olympic Region Highway Maintenance Program. Under the direction of the Superintendent and Assistant Superintendent(s), this position is responsible for supervising Highway Maintenance Workers that are regularly performing skilled maintenance tasks on assigned roadways. This position will assist assigned personnel in performing maintenance tasks by operating a wide variety of maintenance equipment and tools. The safety of the public and fellow employees is a top priority and must be considered in every decision and activity.
This position directly supports the agency strategic plan and goal areas of 1) Workforce Development, by providing staff a workplace that supports and promotes training and development for professional growth and upward mobility; 2) Diversity, Equity, and Inclusion, by creating, influencing, and fostering a physically and psychologically safe workplace where all employees feel that they belong; and 3) Resilience, by ensuring, through adherence to WSDOT policies, that the maintenance and preservation of assigned roadways and assets are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience.
What to Expect
Among the varied range of responsibilities held within this role, the Highway Maintenance Supervisor will:

  • Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations.
  • Adjust assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads; coordinate equipment, materials, and personnel.
  • Review daily records and reports of maintenance activities for accuracy.
  • Coach and mentor employees; assess training needs of staff; provide training and staff development; and provide feedback, and guidance.
  • Assist in the development of the annual maintenance plan including fund availability and staffing requirements, and to prepare records and reports pertaining to work accomplished and expenditures, reporting of personnel, and accident information.
  • Enter and review assigned maintenance activities into computerized systems.
  • Utilize multiple department databases to research roadway information for planning, information sharing, and budget purposes.

Typical schedule is Monday through Friday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Must be able to report in service to assigned duty station within 60 minutes of an after-hours call, and work alternates and emergency shifts as assigned. Requires ability to respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or part of a team as needed. Field duties are often physical in nature and often performed outdoors in all types of weather conditions during both daytime and nighttime.
Qualifications
To be considered for this opportunity, the following are required:
  • High school graduation, or possession of a GED certificate, or equivalent.
  • Two (2) years of experience as a Highway Maintenance Worker 3, Bridge Maintenance Specialist Lead, Maintenance Specialist 3, or equivalent combination of experience.
  • Two (2) years of experience leading or supervising a diverse workforce, with a demonstrated leadership abilities to work across boundaries; build and maintain effective teams; coach, mentor, and train a diverse workforce; and encourage employee engagement.
  • Possession of an unrestricted Class A CDL with N endorsement to legally operate vehicles in Washington State.
  • Possession of a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain within six (6) months of hire.
  • Possession of Washington State Pesticide Applicator’s License; or obtain within twelve (12) months of hire.
  • Demonstrated experience working and communicating in emergent/high stress situations while remaining professional, calm, composed, focused, aware of larger issues and concerns (the bigger picture), and objective.
  • Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.
  • Demonstrated ability to work independently and prioritize workload, with the ability to handle multiple assignments.
  • Demonstrated knowledge of safety standards, construction industry standards, and heavy equipment operation.
  • Written, verbal, and presentation skills to effectively communicate information to diverse audiences, including those with non-technical backgrounds, in a professional and respectful manner.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for project tracking, and information and asset management.
  • Have a sound background in all aspects of highway maintenance.
  • Ability to perform duties at elevated heights, above 25 feet over land or water.
  • Ability to traverse rough, steep, and uneven terrain.
  • Ability to transport, move, and manipulate various types of equipment weighing 50 pounds or more.
It is preferred that qualified candidates also have:
  • Five (5) years of highway and/or roadway maintenance experience.
  • Three (3) years of supervisory experience.
  • Three (3) years of experience in winter snow and ice control operations.
  • One (1) year of experience operating and transporting equipment.
  • Experience in traffic control per MUTCD, including planning, setting signs, and flagging.
  • Demonstrated ability to plan and manage a budget.

  • Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. Overnight travel is required.
