We are now accepting applications for our THP (Transitional Housing Program) Manager, Full-Time, Permanent, responsible for leadership and management of two locations located at the Washington Veterans Home, Building 10, in Port Orchard, WA; and the Washington Soldiers Home Roosevelt Barracks and Betsy Ross buildings at the Washington Soldiers Home in Orting, WA.
The Transitional Housing Program provides housing for 130 veterans under the U.S. Department of Veterans Affairs (VA) Grant & Per Diem (G&PD) program and through a Contract Residential Shelter program contract from the VA Puget Sound Health Care system. This program is comprised of multiple federal grants exceeding $2 million annually. This position is directly responsible for all operational aspects of the Transitional Housing Program and involves developing a service delivery network that will receive nationwide referrals for admission and will continually be addressing and anticipating the future needs of homeless veterans eligible for this program and other VA homeless programs. This position also involves oversight of a veterans’ service center in Port Orchard which provides veterans’ benefits and claims services for the community. The veterans’ service center provides an important community service that honors the nation’s debt to veterans by assisting them to access their VA entitlements and advances the agency strategic plan.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to honorably discharged Veterans, including, in some instances, their spouses, widows, or Gold Star Families.
This position is directly responsible for all compliance matters including the safety and welfare of clients in a 24/7 residential program. This position operates in a rapidly changing environment and leads a team that provides direct services to clients who possess chronic mental health and physical health conditions. This client population is considered both vulnerable and high-risk therefore the Transitional Housing Program Manager must exercise a high level of judgement and make quick decisions in responding to uncertain behaviors in order to minimize serious risks to the clients and to staff. The Program Manager must ensure that all clients are clear on the program expectations and maintain safe and positive behaviors by not endangering their own safety or the safety of other. The Transitional Housing Program includes a Low-Demand (housing first) housing model that involves a high-engagement and harm-reduction model to better accommodate chronically homeless veterans and veterans who were unsuccessful in traditional treatment settings. This population of clients includes those with chronic substance use disorders who struggle to maintain sobriety and who may not have yet committed to treatment or recovery. The Program Manager must incorporate strategies to help increase clients’ incomes and housing attainment as well as recovery strategies by offering a variety of treatment modalities including individual counseling, group counseling, family therapy, and psycho-education.

Duties

Some of what you will be doing:

  • Manages all operations for the Transitional Housing Program and its veterans’ service center including a team of 26 staff members and 2 contractors at two separate locations with 130 beds for homeless veterans.
  • Supervises all personnel matters including but not limited to staffing, scheduling, workload management, professional development and training, performance management and evaluations, and corrective actions and disciplinary matters.
  • Oversees the development and implementation Transitional Housing Program policies and procedures and the implementation of different VA Grant & Per Diem services delivery models including Bridge Housing, Service Intensive Case Management, and Low Demand (Housing First, Low Barrier) and the Contract Residential Shelter program contract.
  • Responsible for all VA Grant & Per Diem Program and Contract Residential Shelter program compliance issues for the Transitional Housing Program involving federal and state compliance matters.
  • Responsible for developing policies and procedures and assuring they are effectively implemented as measured by VA and state audits.
  • Works collaboratively with VA Puget Sound Health Care System Grant & Per Diem Liaison and VA Grant & Per Diem National Office to ensure the Transitional Housing Program is complying with all federal regulations and standards.
  • Responsible for developing statewide business development, relationships and partnerships to position WDVA and other stakeholders reduce veterans without homes through capital & operating grants/contracts & other funding sources.
  • Serves as the agency lead in educating and training statewide homeless providers on how to access the Transitional Housing Program and other VA Grant & Per Diem funded programs and understanding the VA rules and regulations related to VA Grant & Per Diem funding and Notice of Funding Availability grant announcements.
  • Coordinates data collection, reporting, and documents outcome-based results. Works closely with budget staff to ensure that the program remains within budget. Revisions to the budget and funding levels are drafted as necessary to support new service strategies. Budget issues/concerns are briefed to the program Administrator and/or Assistant Director.
  • Responsible for the performance and quality improvements to meet all standards of grants, contracts, agency and state requirements.
  • In the area of homeless veterans services, collects data, identifying future needs and supporting the strategic statewide homeless veterans action plan, as well as the state’s 10-year Homeless Plan.
  • Negotiates, writes, and monitors contracts with partnering service providers and facilitates training opportunities for contractors and contract staff.
  • Oversees the negotiation of inter-agency agreements or inter-local agreements, including MOU’s and other supportive agreements.
  • Provides substantive input on major policy decisions with a statewide impact in the area of transitional housing services for homeless veterans and community-based veterans services.
  • Responsible for the safety and well-being of all Transitional Housing Program clients by providing case management and therapeutic services that address clients’ chronic physical and mental health issues, including chronic substance use disorders.
  • Responsible for the policy and procedure to keep clients and staff safe.
  • Assists with implementation and utilization of the Veterans Services and Counseling & Wellness Enterprise Veteran Program.

Qualifications

Required:

  • A Bachelor’s degree in public administration, business administration, human services, social work, organizational development or related field.
  • At least three years’ experience in program development, supervision, and management including financial management.
  • A broad understanding of under-served veterans’ issues (homeless, women, incarcerated, and/or minority veterans issues), as well as a working knowledge of VA claims development and representation process.
  • A working knowledge of grant writing, proposal structure, program development and project management.
  • Strong leadership abilities as well as communications and interpersonal skills to mentor agency state staff in the delivery of services in a complex environment.
  • A working knowledge of organizational performance management principles and theory. • Excellent written and verbal communication skills.
  • The ability to develop professional relationships with executive level managers and to work with external stakeholders.
Preferred/Desired:
  • A Master’s degree in public administration, business administration, human services, social work, organizational development or related field.
  • At least two years’ experience in providing direct services to homeless individuals to include: experience in the case management, therapeutic employment services and transitional housing services.
Special Requirements:
  • Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Must comply with annual Tuberculin Screening in accordance with DVA policy 670.000 Tuberculosis Testing.
  • Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.
