(Management Analyst 4)
Monday - Friday | 8:00 AM – 5:00 PM PST | FLEXIBLE/HYBRID
Please Note: This is a project position funded through June 30, 2026. This position is eligible to telework but will be required to conduct regular in-person work at the agency’s Olympia, Vancouver, or Shoreline offices. The position may be required to work weekends as well as early mornings and late evenings to meet the business needs of the agency.
Who We Are:
The Office of Minority and Women's Business Enterprises (OMWBE) is charged with designing programs to facilitate the maximum practicable opportunity for equitable participation by small diverse businesses in public works and goods and services with state agencies and educational institutions. Successful small businesses led by diverse individuals help make our economy and our families more resilient, strengthening our communities and improving the quality of life for all Washingtonians. OMWBE employs 53 full-time staff that deliver customer-focused, fair and consistent statewide, certification and compliance programs, supplier diversity programs, support service programs, and reduce barriers to diverse participation via programs like our access to an affordable capital program, the Linked Deposit program.
The Office of Minority and Women’s Business Enterprises’ Product, Planning, and Performance Unit provide services and products to all leaders, divisions, and programs within the agency, with the common purpose of effective technology product delivery, aligning resources and functions in support of agency strategic projects, and leading all data reporting. This unit has direct accountability to manage agency IT products, planning projects and management of projects, and the collection, integrity, consuming and disposal, and analysis of agency wide data.
What You Will Be Doing:
As the Disparity Study Project Manager, you will support the mission of the Office of Minority and Women’s Business Enterprises (OMWBE) by managing a statewide disparity study that involves over 35 state agencies and several institutions of higher education. The study provides a better understanding of where to focus efforts to benefit Washingtonians for generations to come. Additionally, a disparity study helps the state determine the level of disparity in participation by business enterprises owned by minorities, women, and veterans in state contracts for public works, goods and services and client services. This study is highly visible, and politically charged.
This position helps ensure the study achieves results needed to benefit the businesses we serve and reports to the Assistant Director of Product, Planning, and Performance. Your duties will include coordinating and completing complex analytical projects, conducting research and analysis, providing consultation to executive leaders, addressing, and resolving complex issues affecting the study's progress, and formulating recommendations.
Major objectives include:
  • Develop project work plans including proposed scopes, schedules, and budgets using standard project management techniques.
  • Plan, monitor, and control all activities associated with the disparity study.
  • Develop the following: project charters, project schedules, test plans, user acceptance plans, training plans, and closeout reports.
  • Collaborate with internal and external partners in project planning, delivery, change management, and communication plans.
  • Provide internal and statewide training related to projects.
  • Manage weekly, bi-weekly, and quarterly meetings to discuss progress of projects.
  • Develop status reports.
  • Support efforts of Governor’s Subcabinet on Business Diversity.

Duties

Some of What You Will Enjoy Doing:
Independently plans, monitors, and manages the statewide, highly visible, and politically charged, disparity study project throughout the project lifecycle utilizing project management best practice processes and techniques:

  • Establishes required project organizational and governance structures, to include committees and oversight.
  • Facilitates the establishment of Project Steering committees.
  • Establishes and leads project meetings to manage the progress throughout the duration of the project. Continuously monitors and measures project execution of assigned tasks.
  • Identifies reports and escalates, as appropriate, any deviations from the approved scope, schedule, and budget.
  • Monitors project budget, adjusts schedule, resources, tasks, and deliverables according to project work plan and communicates any deviations from the approved project plan.
  • Checks the project’s spending, tracks the actual monthly costs against the projected monthly costs (budget burn-down), and immediately notifies Project Steering Committee of any significant deviations.
  • Coordinates project activity with external entities to ensure compliance with project Subject Matter Expert (SMEs), ensures and documents project compliance with standards, guidelines, and best practices.
  • Coordinates organizational change management (OCM) for assigned projects and ensures operation of effective OCM communication mechanisms.
  • Facilitates project organizational change management activities.
  • Devises methods and processes to analyze/evaluate problems.
  • Creates detailed implementation plans, including implementation task schedules, task sequencing, testing plans and execution, staff and personnel training plans and implementation/ongoing support requirements.
Facilitates training planning, listening sessions, and activities for project internal and external partners, customer groups and appropriate staff. Supports ongoing activities of the Governor’s Subcabinet on Business Diversity:
  • Coordinates initial and on-going training sessions related to the project and changes.
  • Provides technical assistance to business owners and staff, state agencies, prime contractors, subcontractors, and others seeking information and assistance related to the disparity study and implementation plans.
  • Coordinates and attends outreach events to discuss the disparity study.
Manages the Request for Proposal (RFP)/Request for Quotation (RFQ) acquisition process:
  • Coordinates with the DES Procurement Liaison in the development, issuance, execution, supervision, and evaluation of RFPs and RFQs for identified solutions.
  • Directs the selection process, evaluation and hiring of an external quality assurance consultant. Manages the contract of the consultant hired in support of the project.
  • Coordinates the assignment of appropriate SME personnel to the project. Monitors vendor contract budget, attendance, work durations, deliverables, and execution.
  • Escalates issues to management as appropriate.
Other duties as assigned:
  • Attends all staff meetings and provide updates.
  • Attends outreach and community engagement meetings to present on disparity study progress.

Qualifications

Required Qualifications:
To be eligible for this position, a candidate must possess one (1) of the following education and/or experience options:
[Option 1]:

  • Four (4) years of full-time employment in a role requiring: strong analytical skills, critical thinking and problem-solving skills, oral and written communication through presentations and reports, teamwork and collaboration, leadership, use of data to present complex information, project and/or program management, and continuous improvement skills with a concentration in Lean/Agile.
  • Note: Work experience in multiple areas may be combined to meet the Bachelor’s degree requirement.
[Option 2]:
  • Bachelor’s degree from an accredited college or university involving a course of study in Business Administration, Public Administration, Law, Public Policy, or a closely related field.
In addition to the above required education and/or experience, a candidate must possess the following qualifications:
  • Two (2) years of progressive, full-time experience managing all aspects of projects, including budgets, preplanning, scheduling, change management, communication, and vendor management.
  • One (1) year experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis, and developing requirements, business policy development.
  • One (1) year experience interpreting and presenting complex information to a broad audience and articulating technical needs to both technical and non-technical audiences. Ability to translate complex nuances to others.
  • Intermediate knowledge and understanding of project management techniques and standards.
  • Intermediate level knowledge of Visio.
  • Demonstrated ability to operate effectively in a political-sensitive environment and make decisions that satisfy diverse interests and contribute effectively to organizational goals.
  • Results oriented with a focus on results and desired outcomes and how to best achieve them.
  • Ability to apply advanced knowledge of a wide range of principles, concepts and practices in the assigned area(s) gained through extensive experience and skill in applying this knowledge to complex work assignments.

Preferred/Desired Qualifications:
  • Certified or professional level certification as a Project Manager, such as PMP
  • Lean Six Sigma Green Belt
  • Change management certification
  • Philosophy reflecting servant leadership, good judgement, problem-solving techniques, teamwork, and effective interpersonal communication
  • Experience and working knowledge of civil rights contracting equity programs
  • Working knowledge of disparity studies
