Section Managers
This position is within the Washington Management Service (WMS) – WMS Band 2

The starting salary offer will be determined based on the successful candidates’ qualifications within the salary range of $101,640 - $111,900 annually. However, to allow for growth and progression the salary band maximum is at $126,528 annually.

Note: effective 7/1/2024 the salary will have a 3% increase, due to the General Wage Increase reflecting a new range of: $68,940 – 126,528 annually

The Washington Utilities and Transportation Commission (UTC) is seeking to fill the role of three (3) Section Manager’s to join the Regulatory Services Division (RSD). We’re seeking collaborative and enthusiastic individuals to join the dynamic Telecommunications, Water & Transportation, and Energy Rates & Services sections. The UTC mission is to protect the people of Washington by ensuring that utility and transportation services are safe, available, reliable, and fairly priced. In alignment with the mission of the agency, the Regulatory Services division assumes a key role in the development and execution of policies, objectives, and strategies pertaining to water, solid waste, transportation and energy regulation across the state. This function entails close collaboration with key stakeholders, including commissioners, policy staff, and other pertinent divisions, to ensure the effective alignment of initiatives with the agency's goals.

Telework
:
Although this is a hybrid opportunity, the successful incumbent must reside within Washington state.

Travel:
This position will require some travel in-state and out-of-state to attend required trainings, conferences, and/or meetings. A valid driver’s license may be required.

Duties

The Positions:
Telecommunications section
The UTC regulates the rates and service of telephone companies operating in the state of Washington. As the Section Manager, you will report directly to the Deputy Director and lead a team of 4 employees within the Telecommunication section. In alignment with the mission of the agency, the Regulatory Services division assumes a key role in the development and execution of policies, objectives, and strategies pertaining to telecommunications across the state. This function entails close collaboration with key stakeholders, including commissioners, policy staff, and other pertinent divisions, to ensure the effective alignment of initiatives with the agency's goals.
In this role, the incumbent provides recommendations to the Commission on rates charged by companies, mergers, tariff revisions, accounting and economic issues, and policy interpretations. It's noteworthy that this section is occasionally required to act independently in compliance with legal mandates, specifically those prohibiting ex parte communication. The section assumes a critical role in assisting the Commission in navigating complex technical matters.

Water & Transportation section
The UTC regulates private water companies operating with the state of Washington that have 100 or more connections or if the utility charges more than $557 a year per customer. As the Section Manager, you will report directly to the Deputy Director and lead a team of 7 employees within the Water & Transportation section. In alignment with the mission of the agency, the Regulatory Services division assumes a key role in the development and execution of policies, objectives, and strategies pertaining to water, solid waste, transportation and energy regulation across the state. This function entails close collaboration with key stakeholders, including commissioners, policy staff, and other pertinent divisions, to ensure the effective alignment of initiatives with the agency's goals.

Energy, Rates and Services section
As the Section Manager, you will report directly to the Deputy Director and lead a team of 7 employees within the Energy, Rates and Services section. The Rates and Services Section plays a key role for ensuring the rates and services offered by regulated utilities, adhere to pertinent policies and standards. This involves legal, economic, accounting, planning, engineering, and ratemaking standards. Each unit within the Rates and Services Section ensures management is continuously staying informed about evolving national issues, policies, and standards.
Within the agency's regulatory mission, the Rates and Services Section brings recommendations to the Commission on utility proposals, encompassing resource planning and implementation, rate increases, tariff revisions, economic issues, and policy interpretations. At times, the Rates and Services section acts as an independent party in these activities during adjudications due to legal requirements, thereby preventing any ex parte communications.

Additional duties include, but aren’t limited to the following:
  • Establish, implement, and support procedures for efficient management of work. Consult with the Deputy Directors on a regular basis. Communicate roles and responsibilities between junior and senior analysts, direct management team, and director, as well as supporting divisions such as the AG's office. Manages workload and identify priorities for direct reports.
  • Provide guidance and recommendations to Deputy Director(s) and Director on proposed strategic plans, change management, relationship of strategic plans to broader agency goals, key regulator and industry trends, and the identification of the mission, purpose, and priorities of the section.
  • Review written work products (such as memos, presentations, or testimony) to ensure staff adhere to fundamental tenets of professional writing, such as clarity, conciseness, and coherence, and public speaking. Help ensure products accurately represent policy, legal, and regulatory foundations, and context. Explain detailed accounting, economics, or other technical concepts.
  • Lead a staff team and prioritize key issues. Work with the Deputy Director to assign matters to staff, work with the assigned attorney, serve as the point of contact on the case, ensure team members are apprised of significant issues or events, provide quality control on analytical and written deliverables, ensure consistency across staff positions, and write testimony, including summarizing staff's position or overarching policy.
  • Lead a rulemaking team drafting administrative rules to implement new legislation, to streamline or improve existing administrative procedures, or to eliminate or replace outdated processes.
  • Lead a complex and specialized staff investigation concerning utility business practice or potentially problematic regulatory issue that requires expert knowledge of a specialized topic, quantify the fiscal impact of the practice or issue. Identify the root cause of the issue and recommend resolution through a specific course of action to appropriate decision maker.
  • Provide the Commission with objective recommendations on highly complex, politically sensitive, or impactful issues in formal adjudications. Defend staff's positions against cross examination by opposing counsel. Exercises independent judgment and professional responsibility when formulating and making recommendations about ratemaking and regulatory policies and positions in both formal and informal proceedings before the Commission.
  • Works with staff to identify new and emerging issues, planning, policy, or regulatory standards.
  • Interacts with internal managers, internal regulatory analysts, Commissioners and their policy advisors, administrative law judges, and various groups.
  • Responds to high priority information requests in a timely manner. Provides responsive materials for Media Requests, Requests for Public Records, and other high priority requests. Prepares fiscal notes, detailing how a proposed bill would affect the agency's workload. Provides information and process guidance to utilities, utility customers, and other persons or parties.

Qualifications

  • Bachelor's Degree involving a major study in economics, financial accounting, business administration, or other related field. (Professional experience working in economics, financial accounting, business administration or utility regulation will substitute year for year for education).
  • Five (5) years of experience performing professional level research and analysis with an institution primarily engaged in regulatory matters or utility business operations. (A master’s degree in a field directly applicable to public utility regulation will substitute for up to one year of experience).
  • Demonstrated experience in leading large, complex teams or projects, either in a supervisory or non-supervisory capacity.

Can examine, communicate, and teach complex regulatory and ratemaking concepts in an effective and accessible manner.
