Position and Salary
 
 The Attorney General’s Office is recruiting for an exempt full time Anti-Hate Policy Analyst in the Policy Division. This position may be located in King or Thurston Counties, Washington, and is not union-represented.
 
 Policy Manager salary range: $78,000 - $85,000 annually.
 The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
 The following stipends may apply based on position requirements:
  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Researching & Improving Laws and Regulations
The Legislature often tasks the AGO Policy Division with solving compelling problems through intense research, stakeholder engagement, and persuasive written reports. The work of the Policy Division has a direct and meaningful impact on communities and the people of Washington State. Example legislative topics assigned to the Policy Division include: police use of force, environmental justice, Missing and Murdered Indigenous Women and People (MMIWP), hate crimes, immigrant and refugee issues, sexual assault, and data privacy.
 
 High-Profile Policy ProgramsThe Policy Division focuses on high-profile policy programs that address prominent and important community issues. The division is responsible for executing youth, and veteran hotlines through its Office of Military and Veteran Legal Assistance (OMVLA) and HearMeWA programs.
 
Anti-Hate Policy Analyst Position & Essential Functions
This position will support the planning, implementation, and operation of the AGO’s Hate Crimes Hotline, as well as oversight and management of the Extremism and Mass Violence Task Force. The position will be overseen by the Anti-Hate Policy Manager.
 
The hotline will accept calls from individuals in Washington who have experienced hate crimes and refer them to appropriate resources, including law enforcement. The position will engage in community outreach and engagement, as well as stakeholder meetings.
 
The AGO’s new Hate Crimes Hotline is the result of SB 5427. The Hotline will connect Washington residents targeted by hate crimes with information and referrals. The program will pilot in 3 counties by July 1, 2025, and will launch statewide by January 1, 2027.

The essential functions of this position include:
  • Managing tight deadlines.
  • Working effectively in an unbiased manner with a variety of stakeholders.
  • Engaging the expertise of the AGO contract specialists, information technology professionals, attorneys, external stakeholders, and other staff to help ensure the legislative mandates are met. 
  • Working effectively to complement the independent, legal mission of the AGO and leverage the rich legal and policy experience and knowledge in the AGO.
  • Using trauma-informed, culturally-sensitive practices to engage with individuals and communities in crisis who have experienced hate crimes and accurately refer individuals to local resources, including but not limited to law enforcement, for assistance. 
  • Writing an annual report about the Hotline, beginning in July 2027, using strong attention to detail and writing skills. 
  • Tracking and analyzing data regarding the hotline and provide information to internal and external partners as appropriate. 
  • Managing and engaging with members of the Extremism and Mass Violence Task Force and the Hate Crimes Advisory Committee.
 
Required Education & Experience
  • Bachelor’s degree in public policy, law, political science, criminal justice, government, economics, or related field.
AND
  • Five or more years of relevant work experience. Advance degree may substitute year-for-year for experience up to three years.
 
Skills & Abilities
The most competitive applicants will possess the following qualifications:
  • Direct service experience working with communities impacted by trauma or violence, or working with any protected class under the Washington Law Against Discrimination or RCW 9A.36.080(1). This includes lived experience. 
  • Data reporting and analysis experience. 
  • Trauma-informed community engagement and outreach experience.
  • Racial equity analysis.
  • Willingness to learn from communities and colleagues.
