The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 to provide assistance to communities in the successful delivery of transportation projects by providing educational, technical, and financial support to cities, counties and other transportation partners such as tribal governments, ports and transit agencies. This is accomplished by serving as the steward of Federal Highway Administration (FHWA) funding that goes to public agencies throughout the state, under the FHWA's Federal-Aid Stewardship Agreement with WSDOT. As a Transportation Engineer 3 in the Olympic Region Local Programs Office (ORLP), the incumbent serves as an office and field representative of the Regional Local Programs Engineer for FHWA and WSDOT funded transportation programs (Local Programs) for local agencies in Jefferson, Grays Harbor, Clallam, Mason, Thurston and Kitsap Counties.
 
This position directly supports the agency strategic plan and goal areas of 1) Workforce Development, by providing staff a workplace that supports and promotes training and development for professional growth and upward mobility; 2) Diversity, Equity, and Inclusion, by creating, influencing, and fostering a physically and psychologically safe workplace where all employees feel that they belong; and 3) Resilience, by ensuring, through effective management controls and adherence to WSDOT policies, that work functions performed are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience.
 
What to Expect
Among the varied range of responsibilities held within this role, the Area Engineer will:
  • Review and provide guidance and oversight to local agencies and consultants on the preparation of complex documentation needed for the development of local, state, and federal funded transportation projects.
  • Utilize sound engineering knowledge, review and process required forms and documents to ensure compliance with state and federal laws and the Local Agency Guidelines (LAG) Manual.
  • Review LAG Manual for compliance with FHWA and state funding requirements. 
  • Advise local agencies on special provisions and submittals to ensure projects success.
  • Assist in the administration of final field/site inspections and Documentation Reviews (DR’s) with local agencies staff; field inspections include reviewing documentation, testing procedures, and training regulations to ensure compliance with pre-approved construction plans, NEPA, and Americans with Disabilities Act (ADA) standards.
  • Provide oversight to ensure compliance with policies, procedures, and requirements.
  • Assist with project closure, verifying documents are complete and accurate.

Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, Transportation Planning Specialist 2 or equivalent.
  • Possession of an unrestricted valid driver’s license to operate vehicles in Washington State.
  • Knowledge of highway transportation engineering principles, practices and methods and skills to correctly apply them to complex engineering problems.
  • Knowledge of standard specifications and common industry construction standards.
  • Knowledge of the project development process.
  • Knowledge of construction contract administration procedures and documentation.
  • Experience reviewing engineering plans and specifications for compliance with established standards.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; and computer applications involving databases and computer aided engineering software.
  • Skills to communicate technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, telephonically, and in-person.
  • Experience working effectively both individually and within a diverse team environment.
  • Experience working independently and prioritizing workload to handle multiple assignments.
  • Ability to traverse rough, steep, and uneven terrain during occasional field work that is performed outdoors, in inclement weather, in daytime or nighttime.
  • Ability to transport, move, and manipulate various types of equipment weighing up to 20 pounds.
It is preferred that qualified candidates also have:
  • Exposure to reporting systems such as such as SPORT (System Program Oversight Reporting & Tracking), DMCS (Diversity Management Compliance System), TRAINS (Transportation Reporting & Accounting System), and/or FIRS (Financial Information Retrieval System).

  • The salary range listed includes the general wage increase of 3% that was applied for all state employees on July 1, 2024. 
  • Regular travel to and from construction sites to assist in performing inspection(s) in assigned geographic area, occasional travel to other office locations to attend meetings or trainings, some overnight travel to attend conferences and State-Wide Meetings. 
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
