The Washington State Department of Ecology has an incredible opportunity for an experienced strategic thinker to manage and lead our agency’s financial team. The Department of Ecology serves the public by protecting, preserving, and enhancing the environment for current and future generations. Ecology’s Chief Financial Officer (CFO) plays a key role in accomplishing this mission by managing the agency’s $3 billion biennial operating and capital budgets.

Ecology’s fiscal team members work together with a high degree of camaraderie to oversee one of the most complex financial structures in state government. The CFO and team members set the direction for responsible budgeting with a focus on achieving equitable outcomes through our strategic budgeting decisions. The CFO also oversees contracts and purchasing, payroll, accounts payable, revenue and receivables, general accounting, and financial systems. 
The CFO engages extensively with legislators, legislative staff, members of the Governor’s Office, the Office of Financial Management, and Ecology’s many partner groups. As a member of Ecology’s Executive Leadership Team, the CFO is part of the decision-making body for a wide range of policy and operational decisions.

This position is located at our Headquarters Building in 
Lacey, WashingtonUpon hire, you must live within a commutable distance from the duty station. 
This position is an Exempt Management Service (EMS) Band IV position. The minimum and maximum salary for EMS Band IV positions is $93,036 - $160,308.

As the Chief Financial Officer (CFO), you will be responsible for 68 staff in the fiscal office including 4 direct reports (Agency Budget Director, Fiscal Office Manager, Budget Policy Manager, and Administrative Assistant). You will also have a dotted-line reporting relationship with 11 program budget managers. 

The CFO’s responsibilities include:

  • Conducting quarterly budget reviews with Ecology’s eleven environmental programs to ensure allotments stay on track and make adjustments where needed.
  • Closely monitoring and tracking fund and cash balance for the approximately 70 funds that support the agency’s work.
  • Conducting agency-wide long-term strategic planning and analysis for both capital and operating budgets as well as all sources of Ecology funding.
  • Ensuring that program and agency strategic planning and performance measurements are integrated with budget planning and program evaluation.
  • Reviewing and approving all external budget requests to the Governor and legislature.
  • Coordinating financial issues that cross administrative offices and environmental programs.
  • Approving all federal grants and cost reimbursement receivable agreements.
  • Developing and implementing Ecology’s budget development and decision-making processes.
  • Developing allocation and utilization of space for Financial Services staff.
  • Approving purchases for Financial Services consistent with limits set in the agency signature and authority matrix.
  • Approving all personnel actions including establishing, abolishing, and hiring for new positions for Financial Services.
  • Approving contracts up to $200,000 for Financial Services.
A Key Member of Ecology’s Executive Management Team
In this role, you will report directly to the Director of Ecology and serve as principal spokesperson and advisor on financial and policy issues with a financial nexus. You will be a member of Ecology’s 30-member executive leadership team which is responsible for making a wide range of policy and operational decisions. It is critical that you maintain the highest standards of personal, professional and ethical conduct to support Ecology’s mission and the state’s commitment to efficient, effective and accountable government.

Required Qualifications:

All relevant experience including lived, volunteer, work, or a combination of experience and education that demonstrates the ability to perform the work will be considered.

We are looking for applicants to have:

Demonstrated expertise in finance, budget and accounting; environmental, physical or natural science; environmental studies; public administration, public policy, political science, or law; or other related qualifying discipline. 

Demonstrated management experience which includes:

  • Managing and administering large operating and capital budgets.
  • Strategic planning experience, including development of annual and biannual business plans with demonstrated ability to conceptualize and articulate the future direction of the business.
  • Experience with policy development or program implementation related to natural resources.
  • Experience managing relationships with high-level, influential, elected, and appointed officials with a proven track record of consensus building, collaboration and negotiations that reflect a strong understanding of legislative processes and inter-government relations.
  • A successful track record working with state agencies, city, county, and federal governments, and tribal and public entities.
  • Community outreach.

In addition, must be able to:

  • Communicate clearly, both verbal and written to audiences of varying size and understanding. 
  • Must communicate effectively with legislators, executive managers, and other government officials.
  • Develop and maintain key relationships internally and externally.
  • Read and understand key elements of technical reports and effectively communicate among both technical and non-technical work groups. 
  • Collaborate with Ecology management teams and interagency teams or negotiation groups to solve problems.
  • Possess an understanding of management, supervision, and budgeting principles.
  • Remain calm, respectful and composed, in stressful situations.
  • Delegate and develop plans and schedules for managers to carry out work of varying complexity.
  • Track and report progress of division.
  • Facilitate meetings and assist with building consensus among a broad range of interests.
  • Hire, mentor, supervise and evaluate performance of managers and select staff.
  • Maintain professional working relationships with peers, co-workers and external staff and the public in an inclusive, collaborative and respectful manner.
  • Be ready to manage major agency and statewide initiatives.
  • Recognize the contributions of others.
  • Be receptive to new ideas and adaptable to new solutions.
