Position Overview

The Washington State Board for Community and Technical Colleges (SBCTC) is seeking candidates to fill a facilities analyst - principal architect vacancy in the Business Operations Division. This position will be responsible for a biennial survey of the condition of owned-facilities, estimating and prioritizing facility repairs, maintaining the inventory of facilities, and updating the capital space allowance model. The facilities analyst will also evaluate, report, and update data related to campus infrastructure replacement needs, and assist with facility audits for compliance with ADA rules. The Facilities Analyst will assist with budget development, allotment requests, allocations to colleges, prepare minor works change requests to OFM and the Legislature, and track expenditures in compliance with SBCTC's policies and state law.
 
Headquartered in Olympia, Washington, and reporting to the Capital Budget Director, this position may be eligible for hybrid or remote work.

This position has no supervisory responsibilities and reports to the Capital Budget Director.

  • This position will assist in the management of the capital budget for the community and technical colleges by:
    • Leading the assessment of facility conditions by coordinating with college staff and consultants and visiting the college campuses.
    • Maintaining the inventory of owned and leased facilities, and updating the capital analysis model to reflect new learning environments and space needs.
    • Ensuring college¿s timely access to and appropriate use of funding by tracking progress and expenditures, preparing minor project change requests monthly for the Office of Financial Management and Legislative review, consulting with the Department of Archeology and Historic Preservation, and providing technical assistance to colleges on construction projects.
    • Communicating the work of the capital budget office and related policy objectives to stakeholders.
    • Helping colleges meet SBCTC¿s strategic plans and mission objectives.
    • Recommending policy and administrative changes for improved program efficiency and delivery.
    • Making the decisions necessary to produce a timely and accurate assessment of facility conditions and maintaining the inventory of facilities and assisting colleges with minor works project changes.
    • Assisting in the development of budget requests, allotments, allocations, and monitoring.
  • This position requires frequent overnight travel to colleges across the state, the ability to drive a state-owned motor vehicle, and sufficient mobility to evaluate buildings systems in locations with limited access, like basements and attics.
Experience with state public work and contracting laws, construction, cost estimating, space planning, and coordination with stakeholders is required. The candidate will have experience as an engineer or architect for the design and construction of institutional facilities. Competency with databases and spreadsheets is required. The ability to effectively communicate with diverse stakeholders is required.
