SALARY:

The salaries and classifications for this these positions are based on experience and qualifications. The following are the full salary ranges for each of the classifications as of July 1, 2024. The hiring salaries will be less than the top of any range.

Fiscal Analyst I – $77,352-$134,040 annually benefits

Fiscal Analyst II – $86,904-$150,624 annually benefits


The Washington State House of Representatives’ Office of Program Research is currently seeking candidates for the following nonpartisan positions: 

  • Fiscal Analyst for the House Appropriations Committee
  • Fiscal Analyst for the House Transportation Committee

About the House of Representatives:

The House of Representatives (House) comprises half of the Washington State Legislature and is made up of 98 members elected to serve two-year terms, representing 49 legislative districts. The House employs approximately 240 full-time year-round staff and 100 temporary session staff and interns. The Legislature convenes annually on the second Monday in January in the Capitol Building in Olympia. Regular legislative sessions take place January through March in even-numbered years and January through April in odd-numbered years. Special legislative sessions occur as needed.

Our workplace is on the beautiful Capitol Campus in Olympia. The 486-acre campus includes the Legislative Building and other historic structures, as well as popular parks and trails with views of Capitol Lake, Budd Inlet, and the Olympic Mountains.

About the Office of Program Research:

The Office of Program Research (OPR) provides nonpartisan legal, policy, and fiscal services for House committees and members. Our work involves a wide range of issues relevant to the lives of Washingtonians. Our team consists of curious, creative, collaborative, and dedicated professionals. We share a commitment to public service, teamwork, and excellence.

Position Profile:

We are currently seeking candidates for the following positions: 

  • Fiscal Analyst for the House Appropriations Committee
  • Fiscal Analyst for the House Transportation Committee

These positions are nonpartisan and exempt from civil service laws. These are full-time, permanent positions. 

The House Appropriations Committee considers the operating budget bill and related legislation, budget processes, and fiscal issues such as pension policy and compensation. The committee also considers bills with operating budget fiscal impacts.

The House Transportation Committee considers the transportation budget, revenue sources for transportation funding, and issues relating to transportation policy and transportation agencies, including the Department of Transportation and the Washington State Patrol.

How You’ll Be Expected to Contribute: 

  • Meeting office standards for nonpartisanship, objectivity, and confidentiality.
  • Developing subject matter expertise for assigned agencies and programs.
  • Conducting fiscal and policy research and analysis. 
  • Analyzing budget proposals from agencies, the Governor, and others.
  • Analyzing proposed legislation and policy options, including identifying fiscal impacts.
  • Drafting bills, amendments, bill reports, and budget documents.
  • Developing and evaluating options to assist House members in meeting their goals.
  • Presenting and explaining proposed legislation and/or fiscal information.

The Successful Candidate Will Meet These Qualifications:

  • A graduate degree in a relevant field, such as public administration, business administration, or economics. (An undergraduate degree and relevant public sector budget experience may be substituted for a graduate degree.)

Additional Desirable Qualifications:

  • Knowledge of public sector budget processes and procedures, revenue sources, and general forecasting methods. 
  • The ability to perform high quality, objective research and analysis with high levels of self-direction.
  • The ability to perform data analysis and predictive modeling using Excel or other similar programs.
  • An understanding the functions and operations of the legislative, executive, and judicial branches of government, including legislative process.
  • A proactive, creative, flexible, collaborative, and service-oriented approach to work.
  • Effective analytical, writing, oral presentation, and organizational skills.
  • The ability to deal with the complex, difficult situations that are common in the fast-paced, high pressure legislative environment.
  • The ability to multi-task and prioritize tasks with competing deadlines.
  • The ability to develop and maintain cordial, effective working relationships. 

Note: Diverse backgrounds in education and experience could be successful in this role and will be considered. Candidates with any combination of experience that demonstrates the ability to perform the work will be considered.

Conditions of Employment/Working Conditions:

  • Session - An on-site/in-person presence is required during session. Some telework outside of normal business hours may be authorized in limited circumstances. The hours typically exceed 40 hours weekly, are often irregular, and may include evenings, weekends, and holidays during sessions.
  • Interim - Interim schedules allow for more flexibility. In-state telework is allowed during interim for up to five days per week with an expectation to have an on-site/in-person presence when requested.
