Keeping Washington Clean and Evergreen
The Financial Services Division within the Department of Ecology is looking to fill a Fiscal Manager (WMS Band 3) position. This position is locatedin our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.
In this role, you will plan, lead, organize, and control the work performed by the fiscal office. You must assure appropriate and optimum use of the organization's resources and enhances employee effectiveness through timely appraisal and professional development opportunities. You will support effective communications throughout the fiscal office and maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce. You will be responsible for supervising the Fiscal Office’s objective of providing valuable and punctual financial data to various levels of agency management. You will be accountable for responsible for the tasks of 56 employees who handle Ecology’s accounting and procurement services, to guarantee adherence to federal and state laws, as well as Ecology regulations and protocols. Some of the areas covered are payroll labor distribution and timekeeping, federal grant accounting (income and expense); accounts payable or contracts, grants and loans, accounting for travel and vendors, as well as purchasing and contract management.

Program Mission: The Financial Services mission is to manage the agency’s financial resources and support agency planning so that environmental goals and strategic priorities are met.

Tele-work options for this position:This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. What makes this role unique? 

In this position, you will play a crucial role in overseeing various financial aspects of the agency including accounting, payroll, contracts, purchasing, inventory and financial systems. By effectively managing these areas, you will ensure that key interested parties have trust in the agency’s financial information. This trust enables us to make important decisions that impact the environment, based on accurate and reliable data provided by you as the Fiscal Manager.

What you will do: 

  • Plan, lead, organize, and control the work performed by the fiscal office and manage the activities of 56 staff that perform all aspects of Ecology's accounting and procurement services.
  • Plan, lead, and organize agency-wide fiscal policy and procedures.
  • Prepare the agency's Annual Comprehensive Financial Report.
  • Represent Ecology as the spokesperson on accounting issues.
  • Manage the agency's efforts on all federal and state audits.
  • Manage the agency's federal grant accounting and agency-wide automated systems.
  • Coordinate and communicate with environmental program managers, budget planners, program planners.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
This position requires application of advanced management skills and knowledge, including nine years of combined experience and/or education in the following:
Experience: professional-level experience in state accounting, including three (3) years of supervising or leading fiscal positions.
Education: in business, accounting, public administration, or closely related discipline.

  • Ability to negotiate with and influence both internal and external customers and entities by utilizing negotiation skills and/or effective oral and written communication skills, while maintaining a recognized level of trust, respect, and confidentiality.
  • Skills and ability to analyze and interpret technical accounting issues in order to establish agency direction on specific issues impacting agency revenue and expenditures.
  • Thorough knowledge of a multitude of federal and state laws and policies.
  • Knowledge of federal grants management, cash management, and revenue management.
