This is a full-time, permanent remote position. IT Business Analyst Manager As the IT Business Analyst Manager, you'll lead a dynamic team of IT professionals dedicated to aligning agency programs with innovative IT solutions. Managing a team of 33, including four supervisors, you'll oversee the Office of Business Analysis, ensuring the strategic and tactical delivery of IT services across the department. Your role will involve developing operational plans, setting goals, and establishing standards that drive efficiency and excellence in business analysis and quality assurance testing. This position offers a unique opportunity to influence IT policy and strategy, shaping the future direction of IT business analysis within a mission-critical environment. You'll lead initiatives ranging from system enhancements to large-scale projects, impacting multiple divisions and external stakeholders. Your expertise will be instrumental in implementing best practices, ensuring compliance with policies, and achieving departmental goals efficiently. By fostering a culture of innovation and continuous improvement, you'll contribute directly to the department's mission of promoting public health and delivering sustainable IT solutions that meet the evolving needs of the community. Responsibilities: Provide strategic and operational leadership for the Office of Business Analysis, setting goals, work plans, and standards aligned with agency priorities.Manage and mentor a team of IT professionals including supervisors, ensuring effective performance, development, and adherence to policies.Oversee business analysis activities across the department, ensuring solutions meet business needs and comply with state and federal regulations.Develop and recommend IT policies, ensuring adherence to federal, state, and departmental regulations and standards.Contribute to departmental IT strategic planning efforts, identifying IT priorities and recommending major IT investments and projects.Collaborate with internal and external partners, including senior management, IT teams, contractors, and federal representatives.Manage the budget and resources for the Office of Business Analysis, ensuring optimal resource allocation and adherence to spending plans.Oversee IT contracts, ensuring compliance with department policies and performance management of contractors.Interpret and implement federal, state, and departmental policies related to IT business analysis and testing services.Make strategic decisions and recommendations that impact IT policies, procedures, and project outcomes across the department.Foster a culture of continuous improvement and professional development within the team, staying current with industry practices and standards. Required Qualifications and Experience: Your experience must be from full-time professional work and may have been gained concurrently. Additional years of experience can substitute for educational requirements on a year-for-year basis. You must meet one of the following qualification options and the additional experience criteria.Option 1: 4 years of IT experience directly involved in the developing, implementing, and maintaining of IT systems and services.Option 2: A Bachelor’s degree7 years of progressive (continuing to grow professionally) professional IT Experience.Of the 7 years listed above 5 years of experience managing staff including: Selecting, training, evaluating, motivating, coaching, and disciplining employees.Planning, organizing and delegating work.Ensuring work is performed within resource constraints and technical specifications.3 years of progressive experience in the software development field as an IT business analyst. Preferred Skills and Experience: Bachelor’s degree in Computer Science or closely related fields such as Management Information Systems, Information Technology, or Informatics.Professional certification in business analysis ITIL Foundation CertificationExperience working with Agile, or other iterative development methodology development methodologies.
