Management Analyst 4 (MA4/FS)71054542 All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division: The Financial Services Division (FSD) in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for the Medical Assistance (MA), Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $12 billion annual budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency programs, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget. About the position: This Management Analyst 4 (MA4) reports to the Financial Analytics Section (FAS) Unit Manager. To inform decision-making, FAS provides data, data analysis, and relevant consultation to HCA stakeholders by leveraging knowledge of relevant programs and policies. FAS contributes critical products that are used to develop and monitor HCA’s budget, financial operations, and program rates and outcomes. These include, but are not limited to, managed care financial tracking reports, drug utilization and rebate reports, financial dashboards, and ad hoc financial models developed at the request of stakeholders. This MA4 is expected to perform financial data analysis and reporting. The tasks will include the responsibility of determining methodologies and conducting data-intensive analyses in various areas including, but not limited to, services provided to medical assistance clients, State and National health care trends, and efficient healthcare budgeting. This position is eligible to telework part time but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
EXAMPLE OF DUTIES
Some of what you will do: Conduct data extraction, research, and analysis.Lead research and analytical projects to assess proposed policy and program changes impacting HCA’s spending and client enrollment; and serve as a consultant to division and agency leadership regarding the potential impact of such changes.Provide data and analyses in response to requests from both internal and external stakeholders including, but not limited to, the Office of Financial Management, the Legislature, and the general public (Public Disclosure Requests).Participate in financial modeling led by FAS Financial Information and Data Analysts, to inform critical decision-making related to policy implementation, agency operations, and purchasing strategies.Write queries and extract medical claims, eligibility, and financial (AFRS) data from HCA’s databases.Manage the development and delivery of routine analytical reports for HCA and other State agencies.Develop and deliver about 30 data/analytical products of varying cadence using established methodology in a timely manner.Monitor and analyze relevant policy, system, and business process changes and use independent judgement to implement updates to the analytical approach or methodologies as needed.Develop and maintain dashboards to support ongoing FAS analytical work, and to inform executive program and policy decisions in HCA.Serve as a consultant in understanding and interpreting the information presented in financial dashboards; and provide recommendations and support in executive decision-making.
