The Opportunity: This position is a member of the Child Welfare Programs and Practice QA/CQI team convened as part of the DCYF quality assurance process to improve the quality and consistency of social work practice in every area of the state and promote accountability and improved outcomes for children and families served by DCYF. The QA/CQI Analyst position plays a critical lead role in the successful implementation of the Implementation Plan, including required system improvements, robust data collection, and ongoing monitoring and reporting. This position develops and implements a quality assurance process to support the implementation of required system improvements and exit criteria and completes ongoing QA targeted reviews. The position implements strategies to address racial equity within the programs, participates in reviews regarding team decision-making, analyzes data, and presents key findings to improve outcomes for children and families.Some of what you will get to do: Develops and plans quality assurance system design and protocols for quality assurance reviews that measure and evaluate adherence to the Team Decision Making (TDM) Model.Develops a case review system to meet the needs and objectives of the TDM program. Develops, implements, and completes system improvement and program reviews consistent with the Child Welfare standards.Evaluates, plans, develops, and coordinates updates to processes.Presents at statewide internal and external workgroups related to TDM activities. Collaborates with program managers, trainers, regional leads, supervisors, and child welfare staff to provide feedback.Analyzes the results of reviews and collected data.Identifies patterns, trends, and themes in practice, program, or other systemic issues that may inform improved outcomes.Writes and distributes clear effective reports based on data and analysis.Provides leadership and oversight for QA and data monitoring activities.What we are looking for (Required Qualifications): Nine (9) years of progressively responsible experience, administering, developing, supervising, and delivering family and child-related social services, or executing Quality Assurance and Continuous Quality Improvement.ORA Bachelor’s degree in social work, psychology, social science, business administration, public administration, public health, health administration, or a related field AND (5) five years of progressively responsible experience in planning, administering, developing, supervising, executing Quality Assurance and Continuous Quality Improvement, or delivering family and child-related social services.ORA Master’s degree in social work, psychology, social science, health care, or a related field AND (3) three years of progressively responsible experience, administering, developing, supervising, executing Quality Assurance and Continuous Quality Improvement, or delivering family and child-related social services. In addition to the above, demonstrated experience in two or more of the following areas is required: Conducting research Analyzing policies, laws, rules, or regulations Conducting child welfare business analysis and developing requirements Leading child welfare business projects Child welfare policy development Supervising child welfare casework Proving program oversight of a child welfare programPreferred/Desired Qualifications: Previous experience reviewing cases for quality assurance purposes. Demonstrated strong writing and oral communication skills.Exhibit a relentless commitment to anti-racism and addressing diversity, disproportionality, and inequity in child and family serving systems.Experience with state and federal statutes and WACs related to child protection, confidentiality, and child welfare. Experience with DCYF child welfare programs and policies. Demonstrated understanding of the importance of cross-system coordination and communication. Experience with Quality Assurance and Continuous Quality Improvement principles and methodologies. Experience with program evaluation, research methods, data interpretation, monitoring and tracking systems, and procedure analysis. Previous experience demonstrating critical thinking and sound independent judgment in complex organizational environments. Demonstrated understanding of confirmatory bias or selective thinking in decision-making and knowledge of best practice that challenges bias. Demonstrated knowledge of other community agency programs that impact service delivery to children and families.How do I apply?
