State Opioid Response (SOR) Treatment Manager (MAPS3/DBHR) - Project 71065541 This is a project position funded through 9/29/2024. Position is grant funded and extension will be based on continuation of federal funding. The Legislature has also approved a 3% general wage increase for all state employees, effective July 1, 2024 Join our team as a SOR Treatment Manager to plan, develop, and oversee opioid use disorder (OUD) treatment projects in Washington State. You will work with healthcare and community partners to expand access to Medication for Opioid Use Disorder (MOUD) and support recovery programs, helping to fight the opioid epidemic. As the expert in this field, you will manage medical policies, report to key partners, and help create best practices for OUD treatment and harm reduction. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division: The Division of Behavioral Health and Recovery (DBHR) within HCA provides leadership to improve the health status of vulnerable populations, enhance economic stability and self-sufficiency, and improve individual and public safety. DBHR promotes strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, and by supporting recovery. This position directly contributes to the mission of HCA/DBHR by integrating substance use disorder (SUD) treatment programs and services to promote healthy lifestyles, improve individual and public safety, reduce stigma and prejudice related to SUD, and increase capacity for community-based care. This position is in the Substance Use and Overdose Response Unit in the Adult Substance Use and Treatment Section, which is part of the Treatment and Recovery Services subdivision of DBHR. About the position: This position's primary purpose is to plan, develop, implement, and monitor all opioid use disorder (OUD) treatment activities related to the federal Substance Abuse Mental Health Services Administration (SAMHSA) and the State Opioid Response (SOR) in Washington State. This includes managing Opioid Treatment Networks (OTN) and coordinating referrals for medication for opioid use disorder (MOUD) maintenance and recovery support. The SOR Treatment Manager collaborates with various healthcare and community partners to expand and enhance opioid treatment services statewide, focusing on evidence-based approaches to OUD treatment, harm reduction, and medical care. This role supports the Washington State Health Care Authority's mission to prevent opioid overdoses and increase access to community-based treatment services, in line with the Statewide Opioid Response Plan and the Governor's Executive Order 16-09. As the Subject Matter Expert, this position oversees medical policies for OUD, reports on substance use disorder (SUD) policies to local and state agencies and consults on best practices internally. This position is eligible to telework but is at times required to attend conferences and conduct site-visits to provide technical assistance to partners to meet business need (Washington State). The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
EXAMPLE OF DUTIES
Some of what you will do: Oversee the creation, implementation, and coordination of opioid-related projects/initiatives as described under the SOR Grant and as assigned by the SOR Project Director.Develop, implement, and manage the SOR Treatment Programs, which are designed to expand and enhance the capacity of organizations to initiate MOUD and subsequently coordinate referrals to community programs for MOUD maintenance and other recovery supports.Work as SME, by developing, overseeing, and writing policies and procedures for OUD-related treatment projects related to MOUD and other medication related to SUD treatment.Provide consultative expertise related to SUD to local officials, state officials, federal government officials, and private sector managers, including internal HCA leadership such as the medical director, division director, division deputy director, section manager, supervisor, and SOR director.Collaborate with the University of Washington Alcohol and Drug Abuse Institute (ADAI) to provide technical assistance and training to support the OTNs. Collaborate with the Research and Data Analysis (RDA) division to ensure data collection for SAMHSA is completed. Ensure that the Health Care Authority Division of Behavioral Health and Recovery (DBHR) is in compliance with all contractual requirements and expectations of federal oversight (SAMHSA) and the department.Identify and contract with MOUD service providers in each region to increase access to MOUD services for underinsured and uninsured clients. Ensure timely and accurate data collection, analysis, and reporting across all project sites. Conduct regular performance measurement and outcome evaluations.Make policy recommendations based on data and outcome measures that show results or promise in improving treatment outcomes for individuals with an opioid use disorder.Communicate regularly with the SOR Project Director regarding project progress.
