About this position
The Stationary Engineer 3 position is responsible for maintaining and operating the Powerhouse to provide steam for heating and hot water generation, and chilled water for cooling to the Capitol Campus facilities 24 hours a day for 365 days of the year. In this role, you will work with the Chief Engineer, Trade Supervisors, Asset Managers, and tenant agency facility coordinators to complete critical daily functions of this position. This role is also responsible for monitoring the lake levels and ensuring that the Metasys control system is operating the Capital Lake Dam properly, while ensuring that the lake level is at acceptable levels at both high and low levels.
This position reports directly to the assigned Powerhouse Manager who is responsible for scheduling work and plans projects. The selected incumbent will interact with trade staff, trade supervisors, property managers, building tenants, vendors, contractors, and visitors. Employees in this position work independently and devise their own work methods to accomplish work assignments in a timely manner.
This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. This means that the Stationary Engineer is required to support any emergencies that affect DES owned properties. B&G provides service to over 42 agencies, maintains, operates, and preserves the 486-acre state Capitol Campus in Olympia, including more than 27 buildings, 18 public monuments, four state parks, over 6,000 parking stalls, and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Administrative, Maintenance and Repairs, Parking Services, and Support Services Custodial. Who we areThe Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents.   • Powerhouse Operations, including:
    • Operate the high-pressure steam heating plant, which provides heat, hot and chilled water to 14 buildings on the Capital Campus. This includes, but not limited to operations, maintenance, repair and troubleshooting of the high pressure stationary steam boilers, chillers, cooling towers, pumps, compressors, condensers, steam and condensate return lines, steam traps, water lines, controls and meters. Utilize Metasys central control systems to make adjustments to the campus steam and chilled water systems. Maintain boiler/feed water test and treatment. Ensure that steam and chilled water is produced to support all buildings that are supported by the Powerhouse. Make shifts and work assignments to maintain Powerhouse coverage 24 hours a day, 365 day a year.
    • Is the lead assigned shift operator and provides proper housekeeping and state safety activities of power plant operations. Identifies individual training needs and requirements and works with management to obtain and maintain employee’s licenses and certifications. Prepare daily and monthly reports for management review and initiates supply and maintenance requirements. 
    • This position is responsible for monitoring the lake levels and ensuring that the Metasys control system is operating the Capital Lake Dam property, ensuring that the lake level is at acceptable levels at both high and low levels. Notify DES supervisor per written procedures of any unusual issues that could cause flooding potential or an extreme low level of the lake.
  • Primary contact for after-hours emergency and non-emergency calls for Thurston County DES owned facilities, including:
    • Receives, prioritizes and dispatches after-hours requests for DES services. Works closely with the standby staff to identify response to calls received for DES services. Initiates incident reports when required and logs into the Mainsaver system and plant logbook as appropriate.
  • Safety, including:
    • Understands and follows DES safety policies and procedures. When unsafe conditions are noted, identify those conditions to the appropriate section supervisor, use and follows established DES policies and procedures to correct the unsafe condition. Follow DES standards to maintain a safe work environment to include use and wear of appropriate personal protective equipment.
Required
  • High school diploma or GED
  • Certificate of completion of an advanced Stationary and/or Marine Engineering course from an accredited vocational/technical school or community college
    OR
  • Four (4) years of experience in operations, maintenance and repairs of high-pressure boilers and heating equipment
    OR
  • One (1) year of experience as a Stationary Engineer 2 in state service
    OR
  • Three (3) years' experience as a Marine Steam Propulsion Engineer

Working Conditions

Physical Work Location: 1115 Washington Street SE, Olympia WA 98504-1004Work Setting: Mainly indoors, working around large, noisy machinery such as boilers, pumps, motors, chillers, etc.

Work Schedule: 40 hours/week. The Powerhouse is manned 3 shifts/day. Dayshift, Monday- Friday. Shift will be determined upon hire.Customer Interaction: Position interacts with trade staff, trade supervisors, property managers, building tenants, vendors, contractors, and visitors.Travel requirements: n/a

Other: This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery.  The Stationary Engineer 3 is required to support any emergencies that affect DES owned properties. In addition, the Powerhouse functions are critical to the daily operations of the Capitol Campus. The Powerhouse must be staffed on a 24 hours/day, 7 days/week, and 365 days/year basis.
  • Report for duty on short notice for the specified timeframe
  • Report to duty outside of normally scheduled work hours and workdays
  • Report to a duty station that is different from the official duty station
