Keeping Washington Clean and EvergreenThe Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Reporting and Process Improvement Analyst (Management Analyst 4) position. This position may be located in the following locations: Headquarters Office (HQ) in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA.Central Region Office (CRO) in Union Gap, WA.Eastern Region Office (ERO) in Spokane, WA.Upon hire, you must live within a commutable distance from the duty station.Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5,925 - $7,968 per month. As the Reporting and Process Improvement Analyst for the Toxics Cleanup Program (TCP), you will have a critical function in supporting complex legislative reporting requirements, process improvement and change management, and compliance tracking. The state requirements for reporting and compliance are regularly increasing through new laws like the Healthy Environment for All (HEAL) Act and policies like Supplier Diversity for goods and services procurement. In this role, you will provide integral support to both meeting ongoing reporting demands and being a project lead to develop new tools and processes to ensure program accountability and transparency.Agency Mission: Ecology's mission is to protect, preserve and enhance the environment for current and future generations. Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 90% tele-work schedule. EXAMPLE OF DUTIES
The Reporting and Process Improvement Analyst is a multi-faceted role that will be heavily focused on process development and improvement, and change management. Your portfolio will include development of processes to enhance program performance in diverse areas such as: cultural resources compliance vis-à-vis contracts and grants, project management staff training compliance, establishing a supplier diversity program within TCP, and spearheading the implementation and transition of TCP’s Financial Services SharePoint launch. Another critical component of your role will be to validate, and analyze financial data for complex legislative reporting, and data to support potential policy changes within competitive grant programs and cleanup work. You’ll also be responsible for gathering financial data for external reporting requirements for the Healthy Environment for All (HEAL) Act and providing the program with tools and resources to comply with HEAL Act budget equity obligations.Duties of the Reporting and Process Improvement Analyst will include: Gather, analyze, validate, and present complex financial data, including regarding areas of compliance.Review and track financial data for consistency across various platforms and reports.Develop methods and track program financial metrics, including those associated with Healthy Environment for All (HEAL) Act and the Model Toxics Control Act (MTCA) rule strategic plan.Research and implement alternatives for external financial legislative reporting presentation.Develop, manage, and maintain the Financial Services SharePoint, including the transition to the new SharePoint.Present complex financial data, including findings and recommendations for change, to management team and other groups as needed.Develop tracking tools and resources for compliance monitoring for cultural resources and project manager training.Develop and implement tools, resources, and processes for Supplier Diversity outreach implementation and tracking.Analyze competitive grant data, such as scores, for trend analysis and to identify areas for improvement.
