State of Wisconsin is Hiring a Nonprofit Security Grant Program Manager Near Madison, WI

Introduction

If so, consider applying to the Division of Wisconsin Emergency Management (WEM) in the Department of Military Affairs (DMA) for a Nonprofit Security Grant Program (NSGP) Manager (Program and Policy Analyst Advanced) position. Position Summary

Under the general supervision of the Preparedness Grants Section Supervisor, this position will coordinate and implement grant activities for FEMA’s Nonprofit Security Grant Program (NSGP) and other related grants managed by WEM. The NSGP evolves with new federal guidance and this position will be responsible for implementing required changes.
The position is responsible for working with potential applicants in understanding program goals and parameters; reviewing, coordinating, and managing NSGP applications; conducting paper and on-site monitoring of projects receiving grant funds; working with internal staff and external partners to provide evaluation and analysis of program information; and developing and maintaining a detailed understanding of specific grant requirements.
Additionally, this position will assist with the administration of the Law Enforcement Support Office (LESO) program through outreach, compliance, technical assistance, and equipment approval activities.

Salary Information

Starting salary between $33.00 and $35.00 per hour plus an excellent benefits package. A 12-month probationary period is required upon appointment. This position is in pay schedule/range 07-03.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

Job Details

Special Requirements:

  • Must possess or be eligible to obtain and maintain a valid driver’s license as a condition of continued employment.
  • In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.
  • All division employees may participate in emergency response exercises and may assist in the response to actual emergency situations, with little or no advance notice, for extended periods of time, including weekends and evenings.

Qualifications

Candidates who meet minimum qualifications will have experience with:

  • Program oversight including analysis, planning, coordination, and implementation of activities.
  • Communicating complex program requirements and benchmarks to colleagues and customers.
  • Working with private sector, nonprofit, or public sector stakeholder groups and organizations.
  • Grant management either as an administrator of funds (grantor) or recipient of funds (grantee).

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

  • Grant management as both an administrator of funds (grantor) and recipient of funds (grantee) for federal grants.
  • Analyzing policies and procedures and implementing changes based on research or results of analysis.
  • Implementing a project independently, including tracking from design to completion.
  • Conducting outreach for a program including drafting website content, staffing information booths at conferences, or creating program materials for educational purposes.
