The Division of Management Services, Bureau of Computing Services is currently recruiting a Strategy and Data Advisor (Information Technology Manager Consultant) to join their team. This position will serve as an advisor and subject matter expert on all IT strategic and data initiatives that will impact DOJ and our partners in the criminal justice system.
This position is headquartered at the Risser Justice Center located at 17 West Main Street in Madison.

Position Summary
The Strategy and Data Advisor serves as the agency subject matter expert and advisor on IT strategic and data initiatives which impact department operations, agency resources, and numerous partners in the criminal justice system. This position reports to the Director of the Bureau of Computing Services (BCS). The incumbent is expected to work with little supervision, provide expertise in strategic planning, leadership development, technical and data architecture, risk management, and customer partnership development.
This position is responsible for promoting the department's goal of improving WIDOJ services through data classification, data exploitation, envisioning data-enabled strategies as well as enabling all forms of business outcomes through analytics, data and analytics governance, and enterprise information policy. This position also has the responsibility for aligning data policy and governance with relevant regulatory, legal, and strategic mandates.
This position provides leadership in the development and delivery of reliable, accurate, timely and well-informed advice; directs planning, research, and analysis on the operationalizing of the DOJ information systems; and reviews the performance and/or vision of data as an asset and data driven decision making in collaboration with each business area.
Additionally, the Strategy and Data Advisor supports the BCS management team by making time, information and decision making more effective. This will be achieved by focusing on goals, people, processes, structure, and results of the information technology bureau. This position serves a senior member of the BCS management team and an advisor to the CIO office.
Salary Information
The Information Technology Manager Consultant position is in pay schedule 70 and pay range 02. The starting pay will be between $ 50.00 - $60.00/hour ( approx. $104,000 - $124,800 annually). Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan. A 12-month probationary period may be required.
Job Details
This position may be eligible to work remotely up to 90% as part of a hybrid schedule, following an initial training period. Travel to the headquarters is not eligible for travel reimbursement.
High speed internet access is required to meet the needs of remote work.
The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.
A background check, including fingerprints, will be completed on applicants prior to selection.
Qualifications

Minimally qualified applicants must have education, training and/or experience in the following :
  • Managing formal IT projects throughout the systems development lifecycle.
  • Managing large and complex budgets related to IT projects or programs
  • Translating technical issues to business partners and business needs to technical partners
  • Designing, developing, and implementing components of a technical data strategy program
In addition to the minimum qualifications, a well-qualified applicant will have education, training, and/or experience in the following:
  • Managing formal IT projects that include stakeholders across multiple program or business areas
  • Developing and maintaining business and cross-agency partnerships by acting as a Business Relationships Manager (BRM)
  • Designing, developing, and implementing components of a business-focused data strategy focused on promoting data-driven decision making across an organization
