StateJobsNY is Hiring an Addictions Program Specialist 2 - (Housing) Near Albany, NY

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent qualifications:
Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
Either 1. a bachelor's degree AND three years of professional clinical (see below) and professional administrative (see below)
experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention,
recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;
Or 2. a master's degree AND two years of professional clinical (see below) and professional administrative (see below) experience in a pubic or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Professional clinical experience involves the provision of professional level care, treatment, or instruction to individuals with a primary diagnosis of substance use disorders in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physicians' assistant.
Professional administrative experience primarily involves experience performing one or more of the following:
•development/management of a treatment program or prevention services;
•review and monitoring of program operations for regulatory compliance;
•development of program budget and/or review of provider expenditures;
•planning, developing, oversight, coordination, or operation of programs.
*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician's assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.
Duties Description
The Addictions Program Specialist 2 will manage a Housing Portfolio consisting of at least 17 contracts overseeing Permanent Supportive Housing across 13 counties in the Hudson region. Duties include, but are not limited to:
•Conduct annual site visits to housing providers, including reviewing client case note files, program procedures, apartment visits, and tenant/staff interviews.
•Assist with planning provider meetings and contribute to the agenda based on interest and need of the sponsored agencies in their catchment area.
•Participate in grant development and review of grant proposals for OASAS and other state agencies as appropriate.
•Attend regional Housing and Urban Development (HUD)/Continuum of Care (CoC) meetings and participate in required activities for the CoC, as well as maintain contact and attend required trainings.
•Provide technical assistance to housing providers as needed.
•Participate in the development and review of procurements, ie, Request For Proposals/Request For Applications that address the housing needs of homeless individuals and families.
•Assist in the development, implementation, promotion, and evaluation of new housing related initiatives and activities.
•Develop manuals for providers on programs, including procedures, expectations, and forms.
•Develop and maintain internal systems that track the progress of housing projects and serve as a mechanism to ensure housing providers are operating in compliance with federal HUD guidelines and OASAS regulations.
•Identify barriers to support social determinants of health in the agency and conduct follow-ups.
•Represent OASAS on interagency workgroups on social determinants of health.
•Work with relevant OASAS data to assess social determinants of health and areas of need.
•Assist with defining metrics and outcomes and building and reviewing summary reports.
•Assist in the development, implementation, and refinement of Bureau policies and procedures.
•Assist in special projects as required.
•Other job-related duties as assigned.
*Some travel required - approximately 35%
