StateJobsNY is Hiring an Information Technology Specialist 2 (NY HELPs) - 7281 Near Albany, NY

Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
OR
A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
Two years of professional experience in information technology.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.
NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Duties Description Under the guidance of his/her supervisor within EET DMV Business Application Services / Application Operations, the incumbent will be responsible for assisting with DMV IT operations to achieve the goals of DMV and Business Solutions managers in supporting agency applications and infrastructure.
Specific duties include, but are not limited to:
•Participate in training sessions and demos for staff.
•Assist the AppOps supervisor in identifying tools and processes to improve group efficiency.
•Research and develop new scripting solutions for automating day-to-day operations and routine tasks.
•Provide release management guidance and recommendations as well as to facilitate releases for cluster and enterprise changes.
•Coordinate weekly release schedule for changes approved during agency Production change window.
•Ensure working order of web applications by periodically checking error/diagnostic output available.
•Proactively monitor health of web and application servers via logs and dashboards available
•Be aware of server resources and mitigate risks to these with innovative solutions.
•Triage and troubleshoot problems and assist Duty Managers with identifying additional personnel needed to handle application/system problems that arise.
•Work with application owners to ensure that their environments meet the standards set by agency.
•Assist application owners with configuring runtime environments for new applications and troubleshooting issues that may arise.
•Maintain consistency between environments and related servers, if applicable by utilizing scripting and automation to eliminate human error
•Perform administrative duties for Azure DevOps, as well as utilizing the product to improve on existing release management processes.
•Support legacy agency software not maintained by CTO.
•Periodically check on existing software licenses to ensure that no contract renewals were missed.
•Configure runtime environments to adhere to the security guidelines from both the product best practices and recommendations made by CISO.
•Address any missing entities from runtime environments, whether it be handled by group staff or through service requests in ITSM.
•Assist others in the portfolio with service requests in ITSM.
•Attend and participate in Change Advisory Board (CAB) weekly meetings as a Change Management board member to review of all agency production releases prior to release.
•Attend and participate in project meetings for DMV Transformation if applicable to group.
•Attend meetings with DMV when requested.
•Escalate issues when appropriate.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
