integrated financial, procurement, and contract document management system in a manner that meets evolving business needs. The advisor must gain a functional understanding of existing internal regulatory, financial,
procurement, and contract document management processes, as well as current and future state use cases, and apply it to industry standards and best practices to inform and propose solution options
The initial landscape analysis and assessment phase covered by the contract is expected to run 6-9 months after contract execution. NYSERDA reserves the right to extend the contract of the System Strategy Advisor to allow for support during the procurement and implementation phases, at its sole discretion.
Services Requested
Services will include engagement with NYSERDA Stakeholders and Subject Matter Experts (SME) to facilitate and deliver: 
  • Current and Future State Analysis. 
  • Requirements Elicitation. 
  • System Requirements Documentation.
  • A System Landscape Assessment of commercially available systems.
  • IT Plan development.
  • Development of system recommendations, including profile, pros, cons, limitations, and opportunities to leverage to improve processes.
  • Development of a system implementation strategy. 
Minimum Qualifications And Expertise
  • A minimum of 5 years in business providing services related to the scope of this RFP.
  • Demonstrated successful project delivery in the areas of:
  • System Evaluation, Procurement, and Implementation:
Identifying a suite of system options matched to client’s needs, conducting preliminary evaluation and summarizing system features for client consideration.
Managing the procurement process for enterprise systems including needs assessment, analysis, solicitation, and operationalizing its use.
  • Business Analysis:
Guiding decision-making and organizational change using industry best practices in business analysis including needs assessment, planning, analysis, and evaluation techniques.
  • System Landscape Assessment:
Conducting a comprehensive audit of an organization’s existing technology infrastructure and gap analysis between current and desired future state.
  • IT Plan Development:
Transitioning a system landscape assessment into an actionable roadmap to realize organizational goals and objectives.
  • Technical Knowledge:
Understanding/applying information Security best practices (knowledge and experience), including NYS Information Security Requirements.
Understanding/applying best practices for governmental accounting, budgeting, transaction
processing, and financial reporting processes when evaluating systems for financial management functions.
  • Preference will be given to proposers who demonstrate expertise in the following areas:
  • Certified team members in business analysis and project management.
  • Evaluating User Interfaces (UI) and User Experience (UX) against best practices for usability and consistency.
  • Subject matter expertise in procurement, contract management, financial management, and accounting.
Relevant Experience
  • Proposer has a minimum of 5 years in business providing services related to the scope of this RFP.
  • Proposer has demonstrated proficiency in:
  • System Landscape Assessment
  • Business Systems Analysis
  • IT Project Management o IT Planning/ Strategy: has drafted and/or implemented a comprehensive plan that outlines how technology can be used to meet IT and business goals.
  • Clear evidence of past successful project delivery of similar projects for governmental, non-profit, or similar type organization of roughly the same size and complexity as NYSERDA.
  • Proposer has listed multiple commercial-off-the-shelf software products they have recommended in past initiatives.
  • Proposer delivered to a timeline like the one proposed herein.
  • The proposer and/or project team has demonstrated familiarity and experience with NYS Information Security requirements.
  • The combined proposer and/or project team composition reflects extensive financial management, accounting, and grants management experience.
  • The combined proposer and/or project team has experience implementing projects in accordance with New York state procurement law
Scope of Work
The work to be performed by the selected proposer will include, but may not be limited to, the following:
  • Meet with NYSERDA representatives to understand NYSERDA’s mission, vision, key business processes, goals, future direction, and define system scope and high-level desired attributes.
  • Conduct requirements elicitation verification, and validation sessions with project stakeholders. Guide the process to help document current needs, as well as uncover potential future needs and solutions.
  • Evaluate and assess NYSERDA’s business architecture and technology ecosystem against future state needs.
  • Translate NYSERDA’s business needs into a System Requirements Document to guide evaluation and procurement of new system(s).
  • Develop a System Landscape Assessment including a systems strategy and fit/gap recommendations of no less than 5 candidate systems.
  • Facilitate informational interviews and demonstrations for NYSERDA to better understand solution options available.
  • Project planning and management of work execution, monitoring, and status reporting in alignment
with best practices and NYSERDA’s existing project standards and decision-making framework.
