If you said yes to all of the above, then join our growing Digital Transformation department as a Digital Transformer: Information Technology and Security Implementation Specialist (Staff Associate) supporting our US Navy client, location is the Washington, DC, Navy Yard. We are looking for an IT & Data Infrastructure / Cybersecurity smart person who can focus on helping clients transform across People, Data, and Technology by understanding their processes. You will work with IT professionals, cloud experts, cybersecurity SMEs, and information security roles alongside the data officers and workforce to help guide the best decisions on technical change requirements, technical team tool and process change adoption, and assurance that security is embedded but not a barrier for the workforce.

Our team uses agile techniques for developing innovative and strategic solutions through transparent communication, proactive tasking, and integrated team methods to ensure we collaborate naturally for our client's benefit.

This role propels teams towards advanced technology deployment, preparing for the digital future. Experience with legacy and on-prem systems and processes alongside modern cloud platform implementation and management will be key in advising clients. Your experience with developing and communicating information security alongside physical and network security needs, approaches, and lessons learned will help CIOs and CISOs be successful while enabling better data security and meet unprecedented future needs.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Summary:

The ideal candidate is a technical expert with exceptional communication skills, ready to contribute to a diverse team. To be successful, you should be able to easily demonstrate your ability to solve problems, manage relationships, fail with humility, learn with curiosity, and always have something to contribute of value. You’ll guide clients in building a robust digital infrastructure, focusing on IT, networking, and cybersecurity. Your role is pivotal in our clients’ digital transformation journey.

Core responsibilities include but are not limited to:

  • Develop and assist the client in executing a Technology and Security (T&S) strategy,
  • Monitor and measure the success of the T&S strategy execution based on the client’s requirements, vision, resources, and capacity to learn new processes and tools such as AWS, Azure, Kubernetes, DevSecOps, and CI/CD pipelines,
  • Lead tailored training covering key IT and cybersecurity themes,
  • Analyze client ecosystems and recommend transformative changes,
  • Maintain market trend awareness on information technology, information and cybersecurity, and networking capabilities,
  • Advise on risk management automated monitoring / data-driven risk reporting across all areas of the T&S strategy,
  • Foster knowledge sharing, culture change, and best practices in technical communities,
  • Leverage working relationships with cross functional teams to collaborate in the development of innovative technical solutions, and
  • Leads the technical champion community in acquiring innovative new technology based on workforce needs.

(Senior-Level) Responsibilities include the above and include:

  • Communicate the T&S strategy throughout the enterprise using various methods, oversees the delivery of the message to senior leaders and external stakeholders as required,
  • Enable automated and data-driven business decisions that align with the T&S strategy and provide long-term cost-savings, reduce manual management, and increase security,
  • Lead cross-functional teams and strategic decision-making as required,
  • T&S lead subject-matter expert across the organization in the continued drive in using modern technical platforms, processes, cyber and information security techniques, and physical networking requirements,
  • Guide process improvement efforts by identifying knowledge gaps, propose governance solutions, and lead development teams in the automation of the new process for T&S execution,
  • Evolve organizational digital transformation in alignment with T&S strategic changes, and
  • Manage the T&S backlog and agile deliverables each sprint. 

Success for working in this position requires:

  • Proficiency with technical standards and requirements,
  • Experience helping an organization migrate from legacy processes to cloud-based processes with proven ROI for the workforce and team such as reduction in system downtime, improvement in security posture, or increased deployment frequency,
  • Experience with legacy and modern IT systems, processes and procedures,
  • Experience with physical infrastructure and networking products, processes, and best practices,
  • Experience with defining, supporting, and managing information, data, and cybersecurity needs in a modern ecosystem,
  • Familiarity with government IT procurement processes,
  • Familiarity working in complex organizations with various security level platforms and unique data sharing requirements,
  • Familiarity with dynamic cloud-based solutions, including IaaS, PaaS, and SaaS offerings,
  • Familiarity with automating service support and security monitoring,
  • Knowledge of DevOps practices and their application to digital transformation and the technical community, and
  • Excellent oral and written communication skills.

Education and Experience:

  • At the mid-level, undergraduate degree and 3 years related experience or additional degrees and certifications and 7 years at the Sr level. Additional years of experience can be substituted for education in some cases,
  • Cybersecurity workforce equivalent credentials may be required such as Certified Information Systems Security Professional (CISSP) or Certified Cloud Security Professional (CCSP) or Security ,
  • Experience in cloud networking and security implementation required,
  • Experience in network device implementation/integration and troubleshooting preferred,
  • Familiarity with complex industries leveraging traditional IT processes and on-prem technology a plus,
  • Familiarity with DoD, DoN, or other federal agency digital strategy, IT modernization, or other transformation efforts desired, and
  • Familiarity with different technology implementations in various industries a plus.
