FLSA Status: ExemptWork Year: Full YearSUPERVISED BY: Chief Financial OfficerSUPERVISES: Facilities ManagerSUMMARY OF JOB DESCRIPTION: Supervise and mentor the district facilities manager ensuring proper supervision and coordination of all maintenance workers in their daily schedules. Maintain the building assets of the district including but not limited to preventative care, emergency response and day to day maintenance to ensure a safe, clean and productive learning environment for students. Develop district capital construction projects priorities on an annual basis and take all necessary steps to manage the completion of school district construction projects working with architects, engineers, owners representatives, contractors and school staff. Establish and maintain effective lines of communication with Facilities Manager, District administrators, principals, CFO and maintenance staff and custodians as needed.

Work with the Facilities Committee to develop capital project priorities on an annual basis. Once projects are determined, develop project specifications, award bids, and monitor completion of projects.

Supervise district Facilities Manager and assist with district facilities needs and emergencies. Cover job duties for Facilities Manager as needed during absences.

Evaluating or contracting professional services to evaluate needs based on the facilities master plan. Based on these findings develop the project’s scope to address the needs of the facility(s). This can be one large project or a multi-year phased project.

Determining the appropriate delivery method for the proposed project.

Selecting the appropriate consultants through a Request for Qualifications (RFQ) and Request for Proposals (RFP) process. i.e. Architect, Owner's Representative, Commissioning Agent, Materials Testing, FFE, Asbestos Abatement, Contractor etc.

Review contracts between the selected vendors for services to be performed. Ensure that contracts contain requirements for sufficient bonding, insurance requirements and retainage if needed.

Change event management; review, comment and manage any change orders or potential change orders for the project.

Review plans and specifications for suitability of school use; quality; student and staff safety; building code compliance; fire code compliance; size/square footage; future operation costs; and budget.

Ensure that the contractor is submitting appropriate documentation and record-keeping. Review submittals for general conformance with construction documents, and ensure that appropriate parties are reviewing and stamping submittals and determine if additional consultants need to review them; provide comments on adequacy of materials specified.

Review RFI’s to ensure contractor and design/engineer/consultants are providing thorough and efficient responses, and that RFI responses are being forwarded to/from the appropriate parties; advise of RFI’s that may incur additional cost and/or scope change prior to implementing work.

Ensure all permits are procured and the applicant is in compliance with all local fire district requirements.

FFE (furniture, fixture & equipment) design assistance for space programming, development of bid package, procurement/vendor selection, and installation. Coordination with and oversight of architects to ensure all FFE scope is covered.

Ensure all federal, state, and local requirements are satisfied. E.g. bonding, advertising for final payment, OSHA, EPA, EEO, other agency requirements, etc.

Ensure a reasonable, realistic, budget is developed and maintained. Make sure that the budget is maintained without compromising the quality or integrity of the project. E.g Make sure all fees, profit, overhead, contingencies, etc. are in line with industry standards.

Perform on-site inspections for conformity with plans & specifications, code compliance, on-site safety, project schedule vs progress, and general progress of the construction project. Create documentation of site visits as needed.

Coordinate commissioning agent and or testing and inspection services for on-site inspections for quality of workmanship, proper installation and quality of materials as appropriate.

Attend, or conduct, construction meetings with contractors, architects, and major subcontractors that are on site.

Report to the superintendent, facilities committee and school board on the progress and status of the project.

Attend and provide comment on the design advisory committee meetings to assist in making design decisions that are consistent with the scope and budget, and to assist in making decisions that impact the operations and maintenance of the completed project.

Review all test reports (i.e.soil, compaction, concrete, welds) and ensure they are in compliance with specifications.

Resolve disputes or claims that may occur with contractors and elevate disputes to Chief Financial Officer as needed.

Review progress billings and when necessary negotiate revisions.

Ensure all lien/claim releases are executed with all progress and final payments.

Ensure compliance with all closeout requirements with the architects, engineers, contractors and the state
Coordinate one year of post occupancy assistance to include but not limited to: coordinate with contractor to resolve warranty issues; facilitate one year warranty walk through; and follow up training if necessary.
If building is not meeting design goals, assist with determining cause and implementation of remediation. Follow up commissioning and adjustment for maximum building performance.

Develop a preventative Operations & Maintenance plan
5 years building and grounds maintenance or construction experience, including 3 years supervisory experience or equivalent
Demonstrate knowledge of carpentry, plumbing, electrical systems, concrete, excavation, and landscaping
Effective communication and interpersonal skills
Experience with, or course work relating to, accounting and budgeting practices preferred
