Summary
This position acts to assure staff compliance with maintenance management policies and practices. Supervises subordinate maintenance staff to ensure effective operations. Administers RRHA programs to assure proper maintenance management of communities and maintain security of properties. Establishes and maintains positive relationships with residents, promoting positive image of RRHA and community management.
Essential Duties and Responsibilities
Oversees the maintenance administration of a zone of multiple public housing communities by planning and implementing actions to assure the zone conforms to strategic and operational plans for public housing; coordinates and submits a zone budget; and assures that the staff of the properties in the Zone Manager’s assigned zone follows administrative policies and procedures.
Manages the formulation and implementation of operational objectives and strategies for the assigned public housing maintenance group by assessing factors in internal organization and external environment relevant to RRHA policies and programs; develops objectives, strategies and tactics to achieve established goals; obtains and allocates resources to achieve objectives; develops or coordinates development of programs and procedures; evaluates results of programs and procedures; and directs corrective action as required.
Coordinates the maintenance functions for the community zone by maintaining current knowledge of U.S. Department of Housing and Urban Development (HUD) maintenance management rules, regulations, and policies; establishes and implements maintenance management programs and projects; audits financial practices to determine compliance with regulations and organization policy; collects, compiles, formats, prepares and submits documents and reports on maintenance management performance; communicates maintenance management initiatives; plans, develops, and conducts presentations on maintenance management training; advises and guides subordinate staff on maintenance management matters; serves as a liaison between RRHA and other organizations on maintenance management matters.
Manages the public housing real property portfolio for the assigned zone by coordinating with Senior-level staff regarding properties to be disposed; confers with staff and assess capital improvement needs.
Supervises subordinate managerial staff to ensure effective community operations by performing a full range of supervisory activities, including but not limited to assigning and coordinating work; acting on employee problems; and hiring, promoting, developing, disciplining, and rewarding employees.
Administers RRHA programs to assure proper maintenance of communities by implementing, monitoring, and assuring RRHA iACT (Integrity, Accountability, Customer Focusm Teamwork) standards are upheld; administers preventative maintenance program; coordinate activities with the Operations Zone Manager to assure clean, safe, and maintained residential units, completion of unit for occupancy, organization of all move-ins, move-outs, and transfer, and administer plans for improperly housed families.

Education and/or Experience (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)
Education: Bachelor's degree in public administration, business administration, or related discipline or field.
Experience: A minimum of nine years of progressively responsible experience in public and/or assisted housing and financial operations; experience must include three years of progressively responsible management experience.
Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.
