Under general direction and supervision, assists in the planning, coordination, and implementation of the activities, operations, and duties in support of the court’s enterprise-wide information technology network. The systems administrator performs a variety of duties in the development, programming, testing, implementation, installation, configuration, documentation and maintenance of systems and programs across multiple platforms and technologies. This position is actively involved in system configuration and update activities and adheres to the organization’s change control process. This position troubleshoots, analyzes, and resolves systems and network hardware and software problems, provides technical support and training to end users, and performs related work as required to optimally serve judicial officers, court staff, and partners, and enable ongoing innovation within the infrastructure.

Duties may include but are not limited to the following. These should be interpreted as examples of the work and are not necessarily all-inclusive.
  • Analyzes, monitors, troubleshoots, and resolves network performance, integrity, security, availability, and other network issues and problems; coordinates the resolution of vendor problems.
  • Analyzes, reviews, recommends, and optimizes technologies to enhance network performance; evaluates and recommends network software, hardware, and inter-connectivity products.
  • Performs day-to-day LAN and server administration; creates or maintains network users, groups, rights, login scripts; network printer configurations; creates, modifies, and deletes user accounts, groups, resources, membership rights and security access for email.
  • Plans, design, install, optimize, upgrade, and maintain systems and software; configures vendor software to meet Court requirements; monitors performance of hardware and operating system software and makes recommendations to correct problems or improve performance; establishes and monitors procedures for data security and access to computer systems; designs and maintains backup and recovery procedures.
  • Uses the change control process in the execution of system updates and significant configuration changes.
  • Evaluates software and hardware, and write recommendation for management review; prepares documentation, procedures, reports, specifications, program descriptions, operating instructions, training materials, and user manuals.
  • Plans, designs, configures, upgrades, administers, and maintains the Court-wide enterprise system, including LANS and WANS, Internet, e-mail, and all aspects of hardware, software, operating systems, and inter-connectivity.
  • Develops network systems architecture involving integration of multiple platforms, vendors' products, and technologies.
  • Identifies, designs, recommends, and implements standards, conventions, and policies for network systems.
  • Stays current with leading-edge technologies that could benefit the Court.
  • Consults with current and proposed systems users on the design and feasibility of proposed systems and modifications; analyzes client needs; identifies alternatives; estimates cost and timing of systems modifications, purchase, and installation; designs and participates in the development, modification, enhancement, testing, and implementation of computer systems; develops, coordinates, and provides documentation, end user and staff training and orientation.
  • Attends and participates in a variety of meetings, seminars, and committees; maintains liaison with vendor representatives.
  • Coordinates projects or components of projects; acts as liaison between various entities and project stakeholders.
  • Provide Tier III help desk escalation.
  • Evaluates and recommends hardware and software products, prepares budget estimates; assists departments with coordination of planning, budgeting, acquisition, and implementation of systems.
     
Education and experience: Any combination of education and training which would provide the opportunity to acquire the above knowledge and abilities. Normally this would include:
 EITHER
 Bachelor’s degree in computer science, MIS Information Systems, Telecommunications or closely related field with courses in network technologies and management AND three years of technical professional experience involving network integration and development, systems analysis, systems engineering, or similar field in a multi-platform information systems environment.
 OR
 Completion of the equivalent of two years of college with courses related to computer science, information systems or closely related field including courses OR advanced level training in network technologies and management AND five years of technical professional experience involving network integration and development, systems analysis, systems engineering, or similar field in a multi-platform information systems environment.
 
The Court may consider any combination of education, training and or/experience which substantially demonstrates skills and thorough knowledge of:

  • Desktop and Server Deployment tools
  • Principles, Practices, and techniques of technical problem resolution
  • Current Data Communication techniques and technologies such as VPN, Interior and exterior routing Protocols
  • DNS administration
  • Azure Active Directory
  • Amazon Web Services
  • Disaster Recovery Solutions
Ability to:
  • Serve as subject matter expert on datacenter and computer systems (servers, desktops, VDI, routers, switches), security, and the Court's critical systems. Resolve problems with a wide variety of computer equipment (PCs, servers, printers, SAN, NAS, etc.).
  • Perform project management including scheduling, developing critical paths, tracking, contingency planning, resource allocation, and team leadership.
  • Communicate effectively with all levels of management.
  • Be flexible and adaptable to continually changing demands or situations.
  • Prepare clear, concise, and accurate documentation.
  • Build effective work teams.
  • Establish and maintain effective working relationships.
  • Be a strong team player with excellent customer service skills.
     
License: May be required to possess or obtain by appointment date a valid California driver's license issued by the State Department of Motor Vehicles.
