SummaryYou will identify, pursue, and secure federal government contracts and opportunities as a Federal Engagement Specialist. You will work closely with various teams within the company to develop winning RFPs and solutions tailored to meet the needs of federal clients. This role demands a deep understanding of the federal procurement process, the ability to cultivate relationships and strengthen Syra’s position to win bid opportunities, strong communication and negotiation skills, and the ability to coordinate multifaceted teams effectively.
Key Responsibilities
  • Work with executive leadership on federal government sales strategies, activity targets, and revenue goals.
  • Identify, qualify, and convert a high volume of potential federal contract new business opportunities that align with the organization's health care, mental health care, and digital health capabilities and objectives.
  • Work cross-functionally with internal teams to assess the feasibility and strategic fit of pursuing specific opportunities, streamline and improve productivity, implement change, and enhance sales and profitability for the Federal Government solutions portfolio.
  • Cultivate and maintain relationships with key stakeholders, including federal government officials, program managers, contracting officers, and industry partners.
  • Partner with federal governmental entities and outside affinity entities to educate stakeholders on Syra Health solutions and features for bid specifications, gather intelligence, influence decision-making, and position the organization favorably.
  • Stay informed about government policies, regulations, and budgetary allocations that may impact contracting opportunities.
  • Proposal Development: Lead the development of compelling proposals and responses to federal government requests for proposals (RFPs), requests for quotes (RFQs), and other solicitations.
  • Coordinate cross-functional teams to ensure timely submission of high-quality, compliant proposals that effectively address client requirements.
  • Conduct in-depth analyses of competitors' strengths, weaknesses, pricing strategies, and past performance to inform the organization's positioning and pricing strategies. Identify opportunities to differentiate the organization and mitigate competitive risks.
  • Monitor and evaluate the performance of federal contracts won, ensuring compliance with contractual obligations, regulatory requirements, and quality standards. Identify opportunities for contract expansion, renewal, or modification to maximize value for both the organization and the client.
  • Drive continuous improvement initiatives to enhance the organization's federal capture and contracting capabilities. Capture lessons learned from past pursuits and apply them to refine processes, tools, and strategies for future opportunities.
Qualifications
  • Bachelor’s degree in business administration, Government Relations, or related field
  • 5 years in federal contracting, business development, or related roles, preferably within the government contracting industry.
  • In-depth knowledge of federal procurement regulations, processes, and best practices.
  • Proven track record of successfully capturing and winning federal contracts, with a focus on strategic planning and execution.
  • Demonstrable ability to leverage pre-existing networks and active relationships with federal government clients or contacts.
  • General background in behavioral mental health and digital health solutions and can quickly come up to speed on and communicate Syra’s assets/capabilities and convey value to potential clients.
  • Strong analytical skills with the ability to assess market dynamics, identify trends, and evaluate competitive landscapes.
  • Excellent communication, presentation, and negotiation skills, with the ability to articulate complex concepts effectively to diverse audiences.
  • Ability to work collaboratively in cross-functional teams and lead diverse groups toward common goals.
  • Proficiency in Microsoft Office Suite and proposal development tools/software.
  • Relevant certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) may be advantageous.
