SummaryJob DescriptionOur client seeks advanced consultative and technical assistance work related to training and exercise development projects within its Center for Emergency Preparedness and Response (CEPR). Specific projects include, but are not limited to the development, delivery, and evaluation of an Advanced Concepts of the Incident Command System (ICS) for senior leaders and at least one HSEEP-compliant discussion-based exercise that meets the requirements of the 2024-2028 Public Health Emergency Preparedness (PHEP) cooperative agreement.
Responsibilities
  • Establishing and maintaining processes for managing scope during each project s lifecycle.
  • Reporting project progress, outcomes, and/or risks to CEPR leadership and the Training and Exercise Director, and escalating issues, as necessary, according to project workplan.
  • Developing slides, supporting materials, a facilitator guide, and an exam for any course developed.
  • Developing HSEEP-compliant exercise design materials, including slides, facilitator guides, and an After Action Report/Improvement Plan (AAR/IP) aligned to PHEP requirements.
  • Collaborating with internal and external partners to organize meetings and support completion of project-related tasks.
  • Sharing knowledge, advice, resources, and shadowing and co-working opportunities for new staff members in training and exercise design and delivery roles.
  • Work with CEPR program managers and other subject matter experts to develop exercise objectives, initial scenarios, and exercise materials.
  • Mentor new staff on course curriculum development, course delivery, and exercise design.
  • Work collaboratively with CEPR leadership and Training and Exercise staff on merging the key concepts from FEMA s ICS 300 and 400 courses with examples of past ICS activations into a comprehensive advanced concepts course.
  • Perform other duties as assigned.
Skills, Knowledge, and Abilities
  • Excellent Microsoft Teams, Excel, Word, Power Point skills
  • Strong oral and written communication skills
  • Great attention to detail
  • Knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of course instruction.
  • Experience using a variety of media to present course material.
  • Stakeholder management experience working with multiple stakeholders with different priorities.
  • Flexibility and resiliency - ability to react to a changing environment and deliver articulated outcomes.
Education and Experience:
  • Bachelor s degree from an accredited four-year college or university (required),
    • Master s degree (preferred)
  • FEMA Master Exercise Practitioner (MEP) certification (required)
    • Development and execution of at least 10 HSEEP-compliant discussion-based and/or operations-based exercises (preferred)
  • NIMS ICS Instructor Qualification completion (required)
    • Experience teaching ICS 300 and 400 (required)
  • Previous mentorship and/or management experience: 3 years (required)
  • Public health emergency preparedness and response program experience: 3 years (required)
  • Familiarity with the CDC s Public Health Emergency Preparedness and response Capabilities (preferred)
