Job Summary

Job Summary: Job incumbent is responsible for the timely and accurate processing of Energy Assistance applications. Process benefits payments for all Tribal households served under the Energy Assistance program. Job incumbent is responsible for determining eligibility and processing benefit payments and applications within Energy Assistance program policy and assures cases are worked within the program timelines.
Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Essential Functions: This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbent(s).

Representative Duties:
Under general supervision of the Energy Assistance Coordinator, job incumbent will:
1. Determines assistance benefit levels and determines eligibility within the required timelines for the Energy Assistance Program.
2. Provides administrative assistance to the Energy Assistance Program via telephone calls, visitors, schedule or arrange meetings, prepares educational handouts, prepare meeting or outreach agendas; maintains and provides energy assistance applications, handouts and program paper materials to each community served.
3. Process crisis energy assistance requests including obtaining all information needed from Clients to determine eligibility and making payments for crisis awards using Program P-Card or check requests.
4. Prepares award letters, denial letters and pending notices for applicants and ongoing recipients of Energy Assistance Program. Refers applications outside of the programs service area to the appropriate LIHEAP processing agency.
5. Maintain program digital and hardcopy files and database. Keep accurate records of all assistance paid.
6. Provides technical assistance to Tribal Work Force Development Specialists and /or Authorized Signers with application process and provides information regarding applications and statue of ambition for recipients.
7. Responds to client inquires through visits and telephonically. Extensive person to person contact and interviewing individuals to obtain information and to determine program or service eligibility. Expected to maintain strict client confidentiality at all times.
8. Monitors fraudulent applications and refers reports of fraud to the Energy Assistance Coordinator.
9. Prepares regular and special reports for the Program Coordinator.

Other Responsibilities:
1. Performs other job related duties as assigned.


Minimum Qualifications

Minimum Qualifications:
1. High School Diploma or GED equivalent.
2. Minimum one to three year work experience working with public assistance, employment assistance, or related programs.
3. Computer skills using Microsoft Office with the ability to operate menu driven programs like Word and/or Excel.
4. Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Abilities:
1. Strong oral, written, interpersonal, analytical and cross cultural communication skills.
2. Familiarities with TCC tribes in TCC service are preferred.
3. Knowledge of standard office equipment and familiarity with various menu driven software programs.
4. Expected to maintain strict client confidentiality.

Supervision:
This position has no supervisory responsibilities.


Supervision

Physical demands: Position is sedentary with some walking and standing. Travel to rural Alaska is by small under pressurized aircraft. Incumbent may periodically lift twenty-five pounds in support supplies. Incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment. Shared office space with other team members. Incumbent may periodically deal with irate or inebriate clients.

Summation

Summation: This job has high contact with people, which makes communication and interpersonal skills important. Confidentiality required. Incumbent must be able to prioritize all tasks. Must be able to work effectively in busy and stressful environment.
