Job Summary

Job Summary: Job incumbent is responsible for organizing and managing different trainings on behalf of clients and tribes. Trainings will focus on increasing job readiness and provide tribal members with the skills necessary to join the workforce. Incumbent is also responsible for promoting entrepreneurship and economic development in the TCC region. This includes economic development planning, research, and development.
Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Essential Functions: This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbent(s).

Representative Duties:
Under the supervision of the Employment & Training Coordinator, job incumbent will:
1. Perform the following Training Development Specialist - specific duties:
a. Organize and manage trainings for the TCC service area.
b. Advocate, and/or mediate, on behalf of clients or tribes.
c. Maintain constant contact with state and federal agencies, the construction industry, unions, etc. to notify tribes of potential training opportunities.
d. Communicate with other TCC departments and other native organizations on upcoming projects that will increase the workforce, and organize trainings accordingly.
e. Maintain positive partnerships with grant-making organizations with a focus in economic development and entrepreneurship.
2. Research short and long-term workplace trends, available and projected workforce statistics and certified training vendors; coordinate overall department trainings based on tribal interest and projected workforce growth.
3. Implement job creation and on-the-job training strategies in conjunction with other TCC programs.
4. Assist with researching funding sources; writing grants; coordinate grant writing activity with other Employment and Training staff as needed.
5. Represent program at meetings, conferences, and teleconferences.
6. Draft articles to the TCC Council newsletter for publication about different trainings being offered.
7. Track all trainings per village and sub-region, along with expenditure types.
8. Track outreach data and records retention.
9. Maintain regular contact with TCC Tribes to provide technical assistance trainings to support the entrepreneurship opportunities and goals of tribal members.
10. Maintain client confidentiality.
11. Be aware of economic development issues with granting agencies, state, federal, and TCC interests.

Other responsibilities:
1. Regularly communicate with the tribes in the TCC services area, tribal members, unions, and training providers.
2. Perform other duties as assigned.


Minimum Qualifications

Minimum Qualifications:
1. Bachelor’s degree, or equivalent training and/or experience in Public Relations, Marketing, Business Administration, Communications, Rural Development, or a related field. Relevant work experience may be substituted on a year by year basis.
2. Experience in business planning, event planning, economic development, volunteer coordination, or similar roles with demonstrable experience in managing events is preferred.
3. Prior experience working with Alaska Native clientele, tribes and Rural Alaska.
4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and the State of Alaska background check.

Knowledge, Skills and Abilities:
1. Must be highly organized.
2. Must be able to work in fast-paced environment with high-volume workload and effectively meet deadlines.
3. Excellent oral, written and interpersonal communications skills. Grant writing experience preferred.
4. Familiarity with economic development concepts, practices, and procedures.
5. Excellent computer skills, with strong background in Windows, spreadsheets, data entry, database and other software applications.
6. Knowledge of rural economic conditions and workplace trends.
7. Must be willing to travel, to rural villages and relevant conferences.

Supervision:
This position has no supervisory responsibilities.


Supervision

Physical Demands: The job is mostly sedentary, sitting for extended periods of time at a computer terminal. Moderate travel is required of the position in various types of aircraft in all weather conditions. Must be able to work under pressure and handle a large workload. Must be able to work efficiently and effectively in a busy and sometimes stressful environment.

Summation

Summary: The job has high contact with people, which makes communication and interpersonal skills important. Confidentiality required. Incumbent must be able to prioritize tasks.
