(TEL) delivers environmental engineering, investigation, consulting, and remediation services to local, state, and federal agencies in the areas of hazardous & toxic waste restoration, emerging contaminants (PFAS), environmental compliance, and military munitions. About the Role The Quality Control Manager (QCM) ensures that all services and deliverables provided by TEL meet consistent and specified quality standards. The QCM develops and implements QC policies and procedures and monitors project activities involved in planning, implementing the SOW, and preparing project deliverables. The QCM will also work with clients to ensure that project deliverables meet their needs and requirements. They perform quality inspections, and take action where needed. Candidates must have experience conducting and managing RCRA/CERCLA environmental restoration projects ranging from site investigations, remedial design, and remedial action through long-term operations (LTO), long-term monitoring (LTM), and final site closeout. The ideal candidate will have 15 years' experience working on Federal government environmental projects for the USACE, USAF, and NAVFAC. The ideal candidate will also have 10 years working experience in quality control related to chemical/hazardous/munitions projects. Additional duties will include project management and some senior technical review for documents and proposals. This is a hybrid remote position that will require travel (30% of time) and onsite work supporting projects at locations in various U.S. states. Responsibilities Coordinate with corporate, program management, and project-level management staff to be the driver for consistent use of standard QA/QC processes and procedures. Work with TEL management team to develop corporate QC polices, standard operating procedures and other QC documents that may be required. Serve as the Corporate Quality Control Officer on Federal Contracts. Ensure that all client requirements are met in strict accordance with contract requirements. Communicate with clients regarding QC matters as appropriate. Coordinate and assist in the preparation of project-specific QC documents such as Quality Management Plans, Contractor Quality Control Management Plans. and other QC documents that may be required. Review and approve contract-specific and project-specific UFP-QAPPs. Coordinate with program and project management staff to ensure the implementation of the corporate QC document review process. Provide final QC review of project deliverables. Coordinate with program and project management staff to develop and implement procedures to ensure field compliance with project-specific APP/SSHP, UFP-QAPP, SOPs, and field documentation requirements. Review field documentation as needed. Provide independent senior technical review of project deliverables and proposals. Audit projects to verify compliance with contract requirements, QC policies and procedures and project specific planning documents. Perform root-cause analysis and develop corrective actions in coordination with program managers. Support project management activities including the successful execution of all elements of project scopes of work (SOWs), including project execution, and the development of and adherence to project schedules and budgets. Requirements Required Experience and Skills Minimum 15 years of RCRA /CERCLA Corrective Action experience for Federal government clients including a minimum of 10 years' working experience in quality control experience. Professional Certification/Licensure (CQM, PE, PG, PMP) is preferred. Federal project experience preparing project planning documents (PMPs, QMPs, Work Plans, Field Sampling Plans, UFP-QAPPs, and APP/SSHPs), and the preparation of project reports. Field experience including surface and subsurface soil sampling, monitoring well construction and development, and groundwater sampling. Self-driven with ability to self-manage, take direction, and proactively run with tasks. Attention to detail and problem-solving skills. Excellent written and verbal communication skills required. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Education and Training Bachelor's degree in any of the multi-disciplined environmental sciences, engineering, or geologic sciences is required; a master's degree in any of the multi-disciplined sciences, geology or engineering is preferred. Additional preferred training includes: OSHA 40-hour Hazardous Waste Operations (HAZWOPER) training with current 8-hour update; OSHA 30-hour Construction Safety Training; and, USACE Construction Quality Management (CQM) Training. Other demonstrated safety, quality, or technical training will be considered favorably. Physical Requirements Prolonged periods of sitting at a desk and working on a computer.
