Oracle Forms Developer

• Position: Oracle forms Developer
• Location: Tallahassee, FL (on-site)
• Compensation: $65 - $68/hr C2C or 1099 OR $115,000/yr W2

Scope of Work:

• Collaborate with DEP technical and program area staff to assist with analysis, design, communication, facilitation, and code remediation.
• Focus on integrating in-house applications with the statewide PALM (Planning, Account, and Ledger Management) solution.
• Work on a specific Division’s application portfolio and other projects or applications in the DEP portfolio as specified by DEP management.
• Provide maintenance, enhancement, and support for various business applications.
• Prepare and document program requirements and specifications.
• Research and document requirements of program users.
• Analyze existing schemas, documenting relationships and dependencies.
• Write scripts for migrating data from old data structures to new ones, including transforming data values to fit new standards.
• Leverage DDL and DML to administer Oracle database objects, including schemas, tables, fields, views, packages, and procedures.
• Update and manage scripts and scheduled tasks through operating system utilities such as CRON jobs.
• Write, translate, and code software programs and applications per specifications.
• Develop and maintain user manuals and guidelines, including documenting current and future state changes.
• Work with network administrators, systems analysts, and software engineers to assist in resolving software product or system issues.
• Facilitate unit, interface, integration, and user acceptance tests.
• Attend and contribute to all requisite project ceremonies.
• Modify existing Oracle Forms to reflect changes in the underlying database.
• Ensure Oracle Forms UI remains user-friendly and meets agency business requirements.
• Revise existing PHP reports or develop new ones as required by the new system.

Mandatory Qualifications:

• 7 years’ experience with Oracle databases, capable of writing complex queries and developing complex PL/SQL database objects, including both DML and DDL.
• 3 years’ experience with Oracle Forms.
• 3 years’ experience with database and/or SQL performance tuning.
• 3 years’ experience with financial data, particularly in accounting processes, procedures, and internal controls.
• Knowledge of relational database designs.
• Experience using continuous integration tools, preferably Jenkins.
• Knowledge of Information Systems Development Methodology (ISDM).
• Experience with database query tools (e.g., TOAD, SQL Developer, SQL Navigator).
• Knowledge of database security, including role-based security.
• Knowledge and experience with Unified Modeling Language (UML).
• Ability to use sound judgment and display foresight to identify potential problems in design/specifications and assigned application software systems.
• Strong interpersonal, collaborative, oral, and written communication skills.
• Ability to work independently and establish effective working relationships with others.
• Ability to determine work priorities and ensure proper completion of work assignments.
• Ability to work well under pressure and meet deadlines without sacrificing quality.

Preferred Experience:

• Oracle certification(s).
• Experience with standard principles of accounting, such as GAAP or International Financial Reporting Standards.
• Experience developing PHP applications and/or reports.
• Experience in web development leveraging XML and CSS.
• Experience with JQuery (Javascript library) or other Javascript frameworks (such as AngularJS, NodeJS, and React).
• Experience using code repositories, preferably Git.
• Experience using continuous integration tools, preferably Jenkins.
• Experience with environmental regulatory business processes and practices.
• Familiarity with Agile development, specifically Scrum, Extreme Programming (XP), and Kanban.
• Knowledge and understanding of DEP’s technical environment.

Education:

• Bachelor’s Degree in Computer Science, Information Systems, or a related field, or equivalent work experience.
