Posting Open: 07/02/2024Posting Close: 07/12/2024 at 11:59 PM ESTSalary: CompetitivePosition PurposeAccountable for several programs or processes related to Cultural Resource Management under the Natural Resource Plan (NRP). This includes, with limited supervision, being responsible for process design, measurement, guidance and advocacy of the process or program. This is achieved through facilitation, support, and leadership of a matrix structure, providing leadership to all individuals and groups involved in performing the process including regional teams and other cultural and natural resource specialists. This position has organization-wide and Valley-wide responsibilities as it relates to the process including process standardization, policy development & implementation, procedures and guidelines and is responsible for integrating the process with other NRM programs.
Supervisory ResponsibilityNone. May oversee technical contracts and staff aug contractors. Will manage three to ten project team members in a matrix management structure.
Budget ResponsibilityVaries – some years may surpass $1M
Principal Accountabilities
  • Serves in leadership role to plan, coordinate, and providing programmatic management of assigned cultural resource management programs/processes under the NRP.
  • Facilitates the development and implementation of the TVA cultural resource management plan.
  • Links appropriate tasks to create a successful process that is intentional, disciplined, and replicable. Responsible for finding the best methods of producing the outcomes and leads efforts for continuous process improvement. Accountable for (1) developing a personal and organizational understanding of stakeholders needs; (2) the efficiency and cost effectiveness of the program/process; (3) gathering best practices and benchmarking information and to stimulate process improvements; and (4) monitoring performance and initiating frequent incremental changes and/or occasional radical changes to the program/process.
  • Integrates the process with other NRM processes facilitated by resource specialists to achieve the integrated goals of Natural Resources. Supports process performers in identifying the resource requirements that will enable the best process performance.
  • Serves as a TVA subject matter expert in matters related to archeological resource issues providing authoritative advice, expertise, and consultation to the organization and external stakeholders regarding archaeological issues, strategy, performance, and risk.
  • Manage major, high-impact projects as assigned,
  • Serves as primary point of contact within TVA on archaeological issues, concerns, risks and performance.
Minimum RequirementsEducation. — Master’s degreee in anthropology/archaeology.
Experience. — Twelve or more years of professional experience in the fields of NHPA, ARPA and/or NAGPRA compliance and cultural resource management. Extensive experience in archaeological field work from reconnaissance through major data recovery excavations. Experience with other federal agencies and/or a public land holder is preferred.
Knowledge/Skills/Abilities — Comprehensive knowledge of anthropology, archaeology, and cultural resources laws and regulations. Must have project management skills. Must possess effective communication skills (both orally and in writing), be capable of motivating personnel, and be capable of leading team efforts in problem solving and predictive assessment. Must demonstrate negotiation skills. Must possess confidence in communicating archaeological information, including laws and regulations in a courtroom setting. Must be able to evaluate the cost effectiveness of compliance alternatives and take decisive action in the planning and implementation of MOUs, MOAs, PAs, and stewardship activities. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
