GENERAL DESCRIPTION: Performs routine (journey-level) work identifying fingerprint samples, along with the ability to evaluate and compare facial images. Evaluates electronic fingerprint submissions in the Multimodal Biometric Identification System (MBIS). Research in multiple databases is required to communicate the results with strict accuracy and time frames to internal and outside agencies. Work is performed under moderate supervision, according to established policies and procedures with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Compares and verifies fingerprint submissions in the Multimodal Biometric Identification System (MBIS) in an accurate and timely manner. Edits fingerprint submissions in MBIS for correct core/axis, minutia and sequence needed.

2. Evaluate and compare facial images for enrollment into criminal justice systems.

3. Retrieves data and documents associated with records that potentially have multiple state identification numbers.

4. Verifies fingerprint submissions with palm prints match to the 10 prints fingerprints. Uses multiple computer programs and criminal justice systems to research and track fingerprint transactions. Updates and maintains several quality control methods to ensure records are current and accurate. Compares Tenprint fingerprints to thumbprints on Driver’s Licenses or ID records for identification purposes.

5. Compares and processes poor quality two-finger DNA submissions and registers fingerprint submissions rejected due to missing images and/or poor quality in MBIS. Maintains quality control of the MBIS database by substituting better quality fingerprints. Manually processes MBIS fingerprint rejects that require a high degree of focus and concentration as well as the use of special programs to ensure accuracy is maintained.

6. Processes manual submissions in MBIS by scanning and adjusting images, entering data, performing 10 print inquiries, comparing candidates and registering images.

7. Locates fingerprint cards using the complex Henry Classification Filing system and DPS’ numeric filing system. Manually compares fingerprint cards to existing records using a high-powered magnifying glass. May search and compare fingerprints of deceased individuals submitted by various Medical Examiner Offices.

8. Uses facsimile equipment and networks to receive and transfer fingerprint and arrest information. Responds to inquiries from law enforcement agencies for various reasons such as possible identity theft and MBIS submission inquiries, via telephone calls.

9. Answers telephone calls and responds to various inquiries from law enforcement agencies for immediate evaluation of criminal records.

10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

11. Perform other duties as assigned.

Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – High School Diploma/equivalent required.

Experience – Minimum of one (1) year experience performing clerical or data entry work entering, verify, and retrieving data.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommuting up to two (2) days per week. Travel (in city or statewide) up to five (5) days per year.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
