TxDOT's Austin District Portfolio Office is looking for a Portfolio Project Manager (Austin District) to fill one (1) open position to serve as a Team Leader. This position will oversee complex plans specifications and estimate (PS&E) development and project management. This position will involve active roadway design and project management for primarily internally designed roadway improvement projects. Some of these projects will consist of complex metro, urban and rural, infrastructure and mobility improvements, as well as innovative intersection design, freeway ramp reversals and drainage projects.
This position performs advanced portfolio project management, project coordination / utility, environmental and right of way coordination. Provides oversight in support of transportation projects. Work involves establishing a strategic plan for coordinating and progressing roadway improvement plans. The development of a portfolio of projects at various levels of completion; monitoring the progress, budgets, and schedules toward letting the completed PS&E. This position involves communicating with the overall district project portfolio team and individual project stakeholders, district administration, and other relevant parties. Serves as Project Manager for multiple projects and Lead Worker. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Applicants should have a working knowledge of computer aided drafting operations, specifically Bentley / MicroStation Open Roads Designer (ORD) CAD software, roadway transportation plans preparation and be able to assist team members with active CAD design of internally developed roadway and multi-modal transportation engineering projects. Applicants should also have some consultant management experience in roadway design. They should have some experience with Work Authorization Scope of Work development, Level of Effort and Fee Negotiation, PS&E schedule planning/management, as well as plans preparation and be able to assist with milestone deliverable submissions.

Position Description
This position performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Serves as Project Manager for multiple projects and may serve as a Lead Worker. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties:
The essential duties for this job include:
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Developing plans specifications & estimates (PS&E).
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management
  • Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
  • Serves as a Lead worker, Trains professional and administrative staff engaged in engineering plans development.
  • Performs and assists with design, computer operations and plan preparation.
  • Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
  • Coordinates and monitors assigned projects/programs/plans.
  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Selecting appropriate project specifications, developing preliminary detailed estimates
  • Be experienced in utility coordination, conflict analysis and conflict resolution.
  • Performs other duties as assigned.
Minimum Qualifications:
Education:
  • Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
  • Six (6) years of experience in transportation engineering, transportation project management, or related engineering experience. Contract procurement or related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate education may be substituted for experience on a year per year basis.
Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
