Job DescriptionProgram Specialist IV
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Leadership and Professional Development Facilitator position within Access and Eligibility Services (AES), Leadership and Professional Development (LPD) team within the Office of Learning and Professional Development. AES is driven by its mission to connect Texans to services by helping individuals and families in need of food, medical care, cash assistance and other social services.

The LPD Facilitator delivers virtual (online) and classroom-based training to supervisory and management level Access and Eligibility Services (AES) staff. Work involves assessing and analyzing training needs in the Texas Works (TW) and Medicaid for Children, Families, the Elderly and Persons with Disabilities (MEPD) programs, contributing to curricula development and revisions, delivering training, and coordinating continuous learning activities. Adapts to a variety of learning styles and demonstrates the ability to effectively transfer knowledge to participants. Accountable to the LPD Area Manager while exercising moderate latitude in the use of initiative and independent judgment. Willingly accepts other assignments that contribute to the organization’s mission, values, and goals.
Essential Job FunctionsLeads, assists or participates in the development coordination and/or facilitation training supervisory and management level staff. 45%
Assists in identifying training-related issues and ensures the effective use of modern training methods and techniques. 35%
Reviews and evaluates training materials and recommends modifications as appropriate. 20%
Knowledge Skills AbilitiesKnowledge of procedures and processes for SNAP, Medicaid, and TANF or MEPD program areas.
Must have knowledge of training procedures and techniques, of education.
Must have knowledge of training procedures and techniques; of education principles, practices, and techniques; of group process, group dynamics, and interpersonal relations; and of instructional design.
Must have knowledge of training methods, training skills and ability to train people of varied knowledge base – in large and small groups.
Must have knowledge of virtual and remote training techniques, programs, and tools.
Must have ability to formulate learning objectives; to create and evaluate training objectives, requirements, and effectiveness of delivery; to communicate effectively and to assess training needs.
Must have the ability to prepare concise reports.

Initial Selection CriteriaFamiliar with TANF, SNAP, Medicaid and CHIP or MEPD programs.
Ability to travel 40% of the time.
TIERS/State Portal experience.
Prefer recent experience in Office of Learning and Professional Development Delivery Team.
Prefer Experience In Supervising Others.Prefer recent experience using virtual, remote, or distance learning programs and tools.
