The City of Belton is Hiring an Assistant Construction Inspector Near Belton, TX

JOB SUMMARY

Under general direction of the Construction Inspector, the Assistant Construction Inspector performs field and technical construction inspection work of public infrastructure and related improvements for new and existing developments of City projects and programs. Ensure compliance with Federal, State, and local codes, standards and contractual provisions.

SUPERVISION

RECEIVES direct supervision from the Construction Inspector.

EXERCISES no supervision.

Essential duties and responsibilities may include, but are not limited to, the following:

Administration

  • Assist in the participation of budget projections, and justifications for the annual budget.
  • Assist the Construction Inspector in achieving goals as outlined in the City Strategic Plan.

Construction Inspection

  • Oversee contractors, developers, in the operation of construction projects.
  • Inspect all phases of public infrastructure and private development projects as assigned to assure that construction is completed in compliance with plans, standards, specifications, special requirements, codes and regulations.
  • Coordinate inspections of public infrastructure with Building Inspection department to improve customer service effectiveness for contractors and developers.
  • Inspect right-of-way, street use, and other permits issued to private utilities or contractors to ensure compliance with Federal, State and/or local standards.
  • Attend preconstruction, preliminary, progress and final inspection meetings and provide technical support related to assigned job functions and projects to contractors.
  • Issues correction notices or approvals as required on inspection projects.
  • Provide project status updates and reviews to public works management personnel and other staff as necessary.

  • Perform work in accordance with safety policies and procedures.

Public Relations

  • Interacts with public and private organizations, developers, contractors, City departments, staff, and residents with preconstruction projects through to final inspection and recommendation for project acceptance.
  • Responds to and resolves contractor, developer and citizen complaints, concerns and questions related to plan review and assigned capital improvement construction projects.
  • Mediates construction standard differences between inspectors, contractors, and developers if unresolved by management personnel.

Reports and Analysis

  • Prepare daily reports of construction progress, traffic control, weather conditions, materials used, etc.
  • Prepare narrative and written technical reports related to construction site inspections and contract specifications for public works management personnel.
  • Compile information and prepare construction reports as required.
  • Prepare specifications on City projects.
  1. Other Duties
  • Travels to attend meetings, conferences and training.
  • Performs other related duties as assigned by the Construction Inspector.
  • Regular and consistent attendance for the assigned work hours is essential.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines:

High School diploma or equivalent, and five (5) years construction or land development experience; or an equivalent combination of education and experience.

Knowledge of:

  • Construction management and inspection procedures and techniques.
  • Construction materials and supply specifications and standards.
  • Measuring instruments, probe and hand excavation tools.
  • Civil construction methods, practices and procedures.
  • Utility and roadway construction standards.
  • Traffic control devices and practices.
  • Computers and related equipment, hardware and software.
  • Management and administration practices and principles.
  • Public relations and customer service practices and procedures.
  • City policies and procedures.
  • Applicable laws, rules, regulations, ordinances and codes pertaining to department activities.
  • Government organization and administration.

Skills and Abilities:

  • Analyze, interpret, summarize and present information and data in an effective manner.
  • Prepare and analyze reports, statements and correspondence.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain working relationships with officials, developers, the public and co-workers.
  • Inspect, review, evaluate, and modify construction plans in progress and upon completion.
  • Analyze technical reports for compliance with material specifications.
  • Enforce applicable Federal, State and City construction codes and ordinances.
  • Mediate differences among contractors, developers, and inspectors.
  • Plan and implement departmental and divisional procedures and objectives.
  • Resolve customer complaints and concerns.
  • Ability to gain cooperation through discussion and persuasion.

LICENSES AND/OR CERTIFICATIONS

  • Possess and maintain a valid Texas Class C driver’s license.

PHYSICAL DEMANDS / ENVIRONMENTAL FACTORS AND CONDITIONS

  • Work is performed primarily in an outdoor construction environment.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, carrying, kneeling, pulling, crouching, or lifting such as when reviewing plans, specifications, and conducting inspections.
  • May be subject to working extended hours, nigh work, and responding to emergencies on an on call basis.
  • May be subject to exposure to extreme weather conditions, loud noises, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, and poisonous insects, spiders, and snakes or wild animals common to water, wastewater and underground utilities.
  • Must be able to work in stressful situations.
  • Must be able to lift up to 50 pounds.
