HJF is seeking a Director, Center/Program Operations to be responsible for directing operations to maximize the effective use of program resources. Further responsibilities include developing and implementing operations plans and evaluating Center/Program efficiencies. Highest of the three levels in three level Operations Management (Manager, Senior Manager, Director) series. This position is also distinguished from the four levels in the Program Manager series in the following areas. Runs a defined but complex research activity characterized by greater than $5M in annual funding and multisite operations / studies. Oversees the entire portfolio of projects under a named Center or Program across operational, financial, and personnel pillars. The Director for Center / Program Operations is typically a high-functioning professional who also serves as the trusted advisor to the US Government lead.

This position will be in support of of the Consortium for Health and Military Performance (CHAMP) under the Uniformed Services University department of Military Emergency Medicine.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Note: This work site requires that Non-US Citizen incumbents have lived in the US three out of the past five years. 

Responsibilities
  • Business Process Optimization & Change Management – prioritize needs and implement program-wide management processes, tools, and training to support growing consortium team and program needs.
  • Technology Management & Integration – drive technical and process improvements to foster better collaboration, communication, and results. Assess technology needs and drive decisions and implementation.
  • Implementation Management – lead management functions to build strong partnerships and drive results, including management of HJF direct services and subawards, including progress, budgets, spending, issue-resolution, and agreement revisions to ensure that HJF provides outstanding.
  • Human Capital - Supervise staff as needed, including other Program Managers. This includes orienting and developing, helping prioritize efforts and escalating issues as needed, and providing professional development and performance management.
  • Finance, Budgeting, and Accounting: Develops Center/Program financial plans to ensure goals are met.
  • Space management, contracts, and purchasing Manages procurement, contracting and other resource allocation requirements to ensure operational plans/objectives are met.
  • May include budgetary responsibility to include plan/forecast, prepare, approve, monitor.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications

Education and Experience

  • Master’s Degree required.
  • Minimum of 15 years experience required.

Required Knowledge, Skills and Abilities

  • Demonstrated ability to lead complex programs with multiple collaborating organizations.
  • Demonstrated ability to facilitate discussions of complicated, multi-faceted issues and clearly communicate the decisions, implications and actions.
  • Ability to understand high level mission/objectives and translate them into specific plans and actions.
  • Ability to understand complicated technical and scientific issues and communicate them in easy-to-understand ways.
  • Ability to develop business and functional requirements for information systems/technology. Exceptional team-building and interpersonal skills.
  • Outstanding skills in Excel and project management tools.
  • Ability to obtain and maintain a T1/Public Trust background check

Preferred Qualifications

  • Experience with multiple sectors (government, nonprofit and corporate) preferred. Experience with process reengineering/improvement, preferred.

Supervisory Responsibilities 

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Work Environment

  • This position will take place primarily in an office setting.
  • This position is a Hybrid work arrangement with 2-3 days per week in office in Bethesda, MD.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
