Overview

HJF is seeking a Director, Research Finance to support HJF's Global Infectious Disease Portfolio. The Director, Research Finance will assist the Deputy Portfolio Lead in the day-to-day operations of two critical functional areas of portfolio operations: Finance and International Operations. The Director, Research Finance will have direct supervision over a team of finance professionals responsible for all research related awards within the portfolio. Additionally, the team will be responsible for oversight and management of all cost sharing practices and models for shared support activities within the portfolio. The incumbent will also work closely with the Deputy to oversee both the strategic and tactical elements of the international operations of the portfolio. These functional areas of support include but are not limited to human resources, procurement, contracting, fixed assets, security, and logistics. This individual is an energetic, high-functioning professional who also serves as a trusted advisor to the portfolio's US Government stakeholders.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities
  • Responsible for formulation, submission, and defense of annual budgets to several federal funding agencies, including the Department of Defense, NIH, as well as several other non-federal partners and sponsors. Supports the acquisition of funds for program activities - assist in navigating the processes to ensure funding is secured. Requires understanding of the factors affecting the decisions, the policy of the government, market dynamics, etc.
  • Analyzes existing financial planning processes and tools and makes recommendations for improvements.
  • Responsible for monitoring the financial performance of the portfolio. Accomplishes this through effective oversight, facilitation and conduct of routine reviews of expenditures and forecasts.
  • Works with Program leadership and Home Office to manage and track funding authorizations as well as actual cash flow for the program.

  • Ensures proper billing and cost allocation methodologies.
  • Works with international sites to forecast expense outflows and funding inflows; advises as needed how to best balance them without any disruptions to portfolio activities.

  • Partners with Budget Managers to analyze expense forecast, identify spending risks and opportunities for increased efficiencies.

  • Responsible for provision of timely, accurate and reliable financial information to internal Budget Managers; enables leadership and managers to make sound business decisions and fulfill reporting obligations.

  • Provides transparent and compliant reporting to portfolio funders.

  • Develops ad hoc business models and manages the development of business plans in support of new portfolio efforts.

  • Monitors, reports, and provides guidance and technical assistance to international sites in the areas of budgeting and financial reporting.

  • Manages and directly supervises the day-to-day efforts of the Finance team.

  • Mentors staff through 1:1 meetings, coaching sessions, and professional development plans.

  • Builds powerful, productive relationships with a wide range of stakeholders including HJF Home Office, international site staff as well as other partners and collaborators.

  • Develops and maintains portfolio financial policies and standard procedures for all responsible functional areas.

  • Assists with building financial operations capacity at international sites.

  • Work closely with senior portfolio and HJF Home Office leadership on a wide range of critical operational support topics including, but not limited to agreements, human resources (international assignees and local national), procurement, internal audit and logistical issues.
  • Business Process Optimization & Change Management - works closely with site administrative and functional leads to prioritize needs and implement portfolio-wide management processes, tools, and training to support diverse and complex global portfolio.
  • Implementation Management - lead management functions to build strong partnerships and drive results, including management of routine delivery of HJF services as well as ad hoc initiatives to address dynamic portfolio operational requirements.
  • Space management, contracts, and purchasing - monitors, at a portfolio level, the procurement, contracting and other resource allocation requirements to ensure operational plans/objectives are met.
  • Technology Management & Integration - drive technical and process improvements to foster better collaboration, communication, and results. Works with site teams and GID Director of Information Technology to assess technology needs and drive decisions and implementation.
  • Human Capital - Supervise staff as needed. This includes orienting and developing, helping prioritize efforts and escalating issues as needed, and providing professional development and performance management.
  • Performs other duties and responsibilities as assigned or directed by the supervisor.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Qualifications

Education and Experience

  • Master's Degree required in Finance, Business, or related field of study.
  • Minimum of 15 years experience required.

Required Knowledge, Skills and Abilities

  • Demonstrated ability to lead complex programs with multiple collaborating organizations.
  • Ability to work effectively but diplomatically with colleagues and stakeholders from a wide variety of professional and cultural backgrounds is required.
  • Demonstrated ability to facilitate discussions of complicated, multi-faceted issues and clearly communicate the decisions, implications, and actions.
  • Ability to understand high level mission/objectives and translate them into specific plans and actions.
  • Ability to understand complicated technical and scientific issues and communicate them in easy-to-understand ways.
  • Ability to develop business and functional requirements for information systems/technology.
  • Exceptional team-building and interpersonal skills.
  • Outstanding skills in Excel and project management tools.
  • Experience with multiple sectors (government, nonprofit and corporate) preferred; experience with DoD funding is required.
  • Experience with process reengineering/improvement helpful.
  • Ability to effectively work independently or in a collaborative environment as needed.
  • Ability to use considerable judgment, initiative, and independence.

Work Environment

  • This position will take place primarily in an office setting.
