HJF is seeking a Financial Analyst II responsible for the management of financial and compliance activities of scientific research programs. The Financial Analyst II performs analysis and projections for assigned portfolio relating to business or research trends, reviews the development and participates in the monitoring of research budgets, plans and determines costs of business activities; recommend budget adjustments and other cost improvement measures and closes out terminated grants and contracts, transfers funding and produces summary documents. This position also performs comprehensive financial analysis to improve departmental financial effectiveness while meeting research compliance.

This position will be in support of the Operationally Relevant Infections Department (ORI) at the Naval Medical Research Command (NMRC). NMRC is an agency that performs basic and applied biomedical research to meet the needs of the United States Navy and United States Marine Corps. Its areas of focus include study of infectious diseases, biodefense, military medicine, battlefield medicine, and bone marrow research. The NMRC laboratory is co-located in the Daniel K. Inouye Building with the Walter Reed Army Institute of Research at the U.S. Army Forest Glen Annex, Silver Spring, Maryland.

The newly established ORI Department is built on the legacy of the former Enteric Disease and Wound Infection research departments of NMRC. The Deployment Associated Infections (DAID) and Combat Wound Infections (CWID) divisions of ORI are dedicated to three main research goals: assessment, prevention and treatment of enteric and wound infections caused by bacterial pathogens of high military relevance.

Responsibilities
  • Formulate budget and estimates to support plans, programs, and activities.
  • Monitors and reviews grant and contract activities to ensure compliance with federal requirements. Reviews journal vouchers, cash receipts, and other financial transactions.
  • Work with accounting systems; analytical, forecasting, and interpretive functions associated with management and control of funds.
  • Performs technical analysis to determine present and future financial performance.
  • Gathers, analyzes, prepares and summarizes recommendations for financial plans, acquisition activity, trended future requirements, and operating forecasts.
  • Review and evaluate budget requests, control and reporting of obligations and expenditures.
  • Communicates effectively in a professional and customer-service oriented demeanor.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications

Education and Experience

  • Bachelor's degree in Finance or related field.
  • 3-5 years of experience required.

Required Knowledge, Skills, and Abilities

  • Experience in grant and contract research administration.
  • Knowledge of grants administration, fund accounting, and OMB Circulars.
  • Detail oriented person with strong initiative, sound judgement.
  • Accounting experience.
  • Ability to understand and use a computerized accounting package.
  • Knowledge of spreadsheet software.
  • Ability to structure and perform financial projections and analyses.
  • Ability to manage time efficiently and handle multiple tasks.
  • Ability to work independently and organize tasks knowing time constraints.
  • Excellent interpersonal skills.
  • Ability to assimilate detailed information into the bigger picture.
  • US Citizenship and ability to obtain and maintain a T3 Secret Clearance required.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.
