JOB SUMMARY:
An employee in the classification performs technical grant administration work. This position has significant responsibility for reporting grant activity and progress to client management. Under general supervision, develops, implements, conducts, and monitors the client’s grant program. Coordinates and tracks projects, including capital projects as directed, monitors, and manages contracts, and assists with other projects and assignments as directed. Work is reviewed by the supervisor. Performance is evaluated by observation of results achieved and is reviewed through periodic conferences with the supervisor. Position is contract, exempt from overtime.
BASIC REQUIREMENTS:
Education: Bachelors Degree in Business Administration, Public Administration, or related field. Or the combination of education and experience to effectively fulfill the essential job functions.
Experience: 3-5 years’ experience in Grant Administration.
ESSENTIAL JOB FUNCTIONS: (These examples are only representative work samples for this classification and do not include all duties or special work assignments that may be required of this position) Performs administrative duties related to grant writing, grant administration, and compliance monitoring.Conducts relevant research to identify available grant opportunities for capital improvement and program initiatives.Conducts research and gathers information for grant application narratives and budgets—both from external sources and department program data.Assists with the establishment of policies and procedures for the client regarding grant programs.Ensures compliance with all laws, ordinances, rules, regulations, standards, and policies and procedures.Ensures the establishment and maintenance of complete files on all grant and grant-related contracts.Monitors programs’ budgets, compliance, and progress.Monitors financial administration of grants to ensure the proper documentation is submitted for expenditures and that requests for funds are made within time limitation and grant budgets specified.Maintains a master calendar of grant prospects and deadlines.Maintains library of grant support documents including but not limited to resumes, bios, IRS forms, Board/staff diversity lists, etcetera.Prepares required reports for all grants and applications.Prepares, coordinates, monitors, and evaluates grant applications, awarded grants, and grant projects in progress to ensure obtaining desired results and meeting stated goals and objectives; assists in the preparation of client agenda information for grant applications and awards as applicable.Collaborate with staff in acquiring all necessary documentation and addressing all program needs.Prepares grant data in a variety of formats such as graphs, maps, charts, illustrations, tables, diagrams, flow charts, plain text and other formats as needed.Represents the client on assigned internal and external committees.Assists with the development and preparation of bids, contracts, sub-contracts, and agreements, for grant funded projects.Other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of principles and practices of public administration.Knowledge of general principles and practices of providing grand funded services and the municipal level.Knowledge of process and procedures for implementing and administering various federal and state grants.Knowledge of the tasks involved in preparing applications for, administering and monitoring grants for the client, including grants budget administration.Skilled in applying responsible attention to detail as necessary in preparing reports and correspondence.Skilled in verbal, organizational, management, and human relation skills.Ability to work under pressure and respond to deadlines without sacrificing quality.Ability to keep abreast of federal and state grant programs.Ability to comprehend and make inferences from legal and administrative written materials.Ability to analyze and compile information and prepare written and oral reports.Ability to communicate effectively, both orally and in writing.Strong interpersonal skills, tolerance, and flexibility.Self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision in an effective and efficient manner. HOURS OF WORK, SUPERVISORY RESPONSIBILITY AND ACCOUNTABILITY REQUIREMENTS: Normal office hours, Monday through Friday. Additional hours will be necessary for scheduled council, committee, and board meetings.Reports directly to the Federal and State Programs Coordinator. PHYSICAL REQUIREMENTS:
The employee in this position is in constant communication with coworkers, elected officials, and the public. Employees must be able to communicate clearly and effectively and exchange accurate information in person and on the phone. The employee must be able to present information to a group of people. The employee must be able to review documents in paper or electronic form. The employee regularly lifts and/or moves up to 10 pounds and occasionally lifts and/or moves up to 20 pounds. Must be able to utilize a variety of office equipment and a computer. The employee must be able to conduct research online and on paper, create and complete paperwork, and other similar tasks.
