The Asset Management and Supply Chain Operation Division consists of all Storehouse and Warehouse Operations, Enterprise Asset Management (EAM), and Transit Asset Management (TAM). The purpose of the department is to service various customers within Metra. Managing the continuous supply of parts materials and services required to support Engineering, Mechanical and Transit Operations. The department operates Metra's four storehouses and one central warehouse. Additionally, the department manages the agency's Transit Asset Management (TAM) program and the Enterprise Asset Management (EAM) systems.
Reporting to the Director, EAM and TAM, the Sr. Project Manager is responsible for the effective execution of enterprise asset management (EAM) and transit asset management (TAM) project work including the long-term agency-wide implementation and support of the EAM system, IBM Maximo, from inception through close-out; will coordinate and control resources and activities; and ensure all project materials, methods, and end products conform to agency, industry, contractual, and regulatory standards, specifications, and requirements.
The primary duties include: Develop plans, organize, manage, and deliver cross-functional EAM and TAM related projects that are significant in scope and impact; track project performance from inception through completion; and analyze the successful completion of short and long-term goals. Coordinate technology and time resources and work activities for multiple functions to support procurement processes, factory acceptance and field installation testing, and capacity improvements. Assist with the selection, negotiation, and management external consultant or vendor activities; and schedule and direct the work of on-site and off-site staff to accomplish goals. Provide technical subject matter expertise; monitor status of projects; report on progress; maintain related documents; ensure project safety and cost effectiveness; and identify and mitigate risks. Establish project performance metrics; track progress against milestones, budgetary guidelines, or other performance indicators; and prepare reports presented to senior management. Coordinate team's day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements

1. Bachelor's degree in a Business Administration, Transportation, Urban Planning, Computer Science, Engineering or other STEM related fields or in lieu of specified degree, any combination education and experience may be substituted that equals four (4) years in EAM, project management, information technology, or engineering.
2. Must have five (5) years of experience in EAM, project management, information technology, or engineering.
3. Experience working with EAM platforms preferably Maximo or ServiceMax.
4. Considerable knowledge of project management principles, practices, and methodologies including scheduling, budgeting, pricing, cost tracking, change order implementation, contract management, and reporting.
5. Good knowledge of full life cycle project implementations, processes, and methodologies (e.g., Agile as a coach or scrum master).
6. Good knowledge of software development life cycle methodologies, including the phases of business analysis, conceptual and technical design, development, unit/system and user acceptance testing, implementation, delivery, and support.
7. Good knowledge of change control and organization change management processes and project governance.
8. Good knowledge of work products e.g., business process flows and work procedures within an IT system implementation environment or context.
9. Working knowledge of EAM platforms and systems preferably Maximo or ServiceMax.
10. Proficient in Microsoft 365 applications (including Word, Excel, PowerPoint); and use of project management software (e.g., MS Project, Monday.com, Smartsheet or similar programs).
11. Detail oriented with strong project management skills.
12. Strong written and verbal communication and interpersonal skills.
13. Strong organization, analytical, and time management skills to achieve successful and timely completion.
14. Ability to manage multiple projects and provide leadership and direction to interdisciplinary project teams.
15. Ability to develop solutions that are complex in nature that may be due to technology, the business areas or processes impacted, or the magnitude of the organizational change required.
16. Ability to separate business requirements from technical implementation and to clearly state both points of view.
17. Ability to build effective working relationships with internal and external project stakeholders and vendors.
18. Must be able to operate a vehicle.
19. Must be willing to travel within and outside of Metra's 6-county region.

Preferred:

1. Experience managing software or systems design review and implementation.
2. Project Management Professional (PMP) certification
