DescriptionMission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing, intensive case management services, and skills development to youth at risk of or experiencing homelessness, sex trafficking and/or involvement in the juvenile justice system. The Link prides itself on its innovative, youth-centered, strengths-based programming for youth and families as well as programs that are co-designed, implemented and overseen by youth. Hiring Salary Range: $96,004 - $112,005 /hour based on qualifications
Job Type: Full-Time, Exempt
Location: North Minneapolis
Hours/Days: Monday-Friday, 9:00-5:00
BASIC FUNCTIONThis senior management position has substantial responsibilities for directing and overseeing Housing and Homeless programming across The Link. The Housing & Services Division Director is responsible for directing well-established agency programming and for guiding division expansion. This position is extensively involved in managing budgets for the programs, overseeing contract compliance and outcomes in coordination with the Contract and Evaluation Director, evaluation and reports, assisting with grant proposals as needed, and maintaining a thriving workforce. This position helps connect the separate entities which make up The Link’s housing and homeless services into one cohesive division by ensuring that organizational mission, values, goals, and operating philosophy are consistent across our sites and programs. Essential FunctionsLeadership
Participates in the development and implementation of strategic planning for the division and agency as a whole
Maintains a working knowledge of significant developments and trends in the field
Prioritizes, organizes, and schedules job assignments for oneself and others under supervision
Writes reports and compiles statistics for funders and other key stakeholders in a complete, accurate, and timely manner
Program Management
Monitors and oversees established housing and homeless programming across The Link.
Ensures programs are grounded within The Link’s values and best practices
Ensures the programs run efficiently and outcomes are met
Utilizes the appropriate evaluation tools and processes for measuring outcomes
Assess, researches, oversees, and coordinates ongoing organizational and programmatic performance quality improvement
Works with the managers and finance department in the development and management of program budgets
Ensures that programs operate within budget guidelines
Works with the CEO and Chief Advancement Officer and/or Development Director to write, review, and edit grant proposals as needed.
Personnel Management
Directs recruitment, employment, and release of personnel under supervision
Oversees recruitment, employment, and release of personnel under program managers’ supervision
Supervises staff to ensure quality service delivery
Conducts annual performance reviews
Encourages and assists staff to develop themselves professionally and add value to the organization
Provides or facilitates training, mentoring, direction, and development of staff, interns, and volunteers
Directs and evaluates the activities of staff members and volunteers to assure the quality of the programs and efficient allocation of resources are maintained
Ensures managers are aware of changes in regulations, policy, and procedures
Works with the managers to develop and implement strategies for volunteer and intern involvement across client programming and works with development on recruitment of volunteers as needed
Community Engagement
Creates and maintains community relations appropriate to the fulfillment of agency priorities and objectives
In conjunction with the development department and executive team, hosts community tours and informational sessions
Cultivates and maintains partnerships with affiliated organizations and individuals
Promotes awareness of the needs of the target population served
Works with managers and case managers to create collaborations and referral process for services beyond the scope of The Link
Networks with and forms productive and supportive relationships with key organizations and practitioners in the field
Participates in committees as appointed internally and in the community
If/As needed, holds presentations at agencies, schools, and other organizations that are unfamiliar with The Link
Represents the organization and the organizational point of view to agencies, organizations, and the general public

RequirementsKNOWLEDGE, SKILLS, AND ABILITIES

Qualifications
BA degree in related field or 7 years’ experience working with at-risk youth
A minimum of 3 years supervisory experience supervising at least 5 people
Progressive professional experience in working with homeless youth and young adults
Effective leadership skills
Experience working with youth in diverse settings
Knowledge of human resources and business practices
Ability to stay calm and rational in a crisis situation
Knowledge of homelessness and housing services and systems
Familiarity with social service agency operations
Experience in program development
Experience in grant writing, implementation and monitoring
Experience in directing and motivating a team
Demonstrated strong networking and public relations skills
Coaching and teaching skills
Ability to self-motivate in largely unsupervised settings
