Job Description
Job Summary
The Materials, Chemical and Computational Science Directorate (MCCS) Directorate is seeking a qualified candidate to serve as the Directorate Business Development (BD) Leader with a focus on non-Department of Energy business and program development. The successful candidate will sit within the strategic partnership office (SPO) and be a matrixed key contributor to the MCCS directorate.
The overall objective for this position is to work internally with MCCS leaders and staff, and externally with industry partners and other non-DOE entities, to promote MCCS's capabilities in order to diversify and strategically increase MCCS research and development funding in support of Impact26. The person serving in this position will work closely with the Associate Laboratory Director, Center Directors, Lab Program Managers, Chief Scientists/Technologists and other subject matter experts across the multiple scientific areas of the directorate to create and implement a business development strategy and action plan. An important role for this person will be developing MCCS strategic partnership development talent and building a bench of people within MCCS developing work with non-DOE partners. In addition to working within MCCS, the successful candidate will liaison with the sector leads within SPO to co-develop strategies for how MCCS capabilities might serve different sectors (e.g. national security, defense, chemicals, manufacturing, etc). The ideal candidate will demonstrate the ability to work across centers within the directorate and across NREL, as well as communicate up and down the management chain in addition to demonstrating innovative business development skills.
Specific duties of this position include, but are not limited to:
  • Develop and implement a Directorate-wide business development plan for non-DOE funding, including development of targets, capture plan development, opportunity identification and capture, and oversee the management of business development resources in coordination with sector leads.
  • Work closely with sector leads on opportunity identification, assessment and capture. Collaborate with other directorate BD leads to identify and capture cross-directorate opportunities.
  • Shepherd the development and completion of agreements (with TTO) as well as other administrative requirements for bringing in funding and facilitating R&D work.
  • Work with MCCS leadership to maintain an up-to-date list of market relevant capability areas for developing new partnerships with industry and other organizations.
  • Oversee, at a high level, delivery on agreements once they are initiated by ensuring a PI and project management resources are in place.
  • Oversee MCCS SalesForce and steward best practices for customer relationship management data.
  • Provide Salesforce Reports on Win/Loss ratios and ROI for all DOE and non-DOE opportunities to the MCCS Management Team every 6 months.
  • Train and mentor subject matter experts with an interest in BD and proposal writing.
This position may be negotiable to a 70% role, reporting into SPO with other duties matrixed to other parts of the organization.
Required Education, Experience, and Skills
Strong understanding and application of project management principles, concepts, practices and standards. Deep knowledge of technical field and related disciplines. Business development experience or applicable experience to developing strategic partnerships. Strong leadership, project management, interpersonal, conflict resolution, marketing and communication skills.
Preferred Qualifications
Master's degree in applied science, economics or engineering field, or equivalent relevant experience plus ten years of experience in applied science or engineering work, with at least five years of previous senior experience in partnership development/business development for a research laboratory, university, or private firm. Understanding of technical needs for some specific non-DOE entities, and understanding of potential opportunities for chemical, materials, and computational science for R&D for non-DOE partners. Knowledge of government contracting and procurement processes a must. Excellent verbal and written communication skills.
Basic Qualifications
Relevant PhD and 6 or more years of experience. Or, relevant Master's Degree and 9 or more years of experience. Or, relevant Bachelor's Degree and 11 or more years of experience. 4 or more years of project management experience. Strong understanding and application of project management principles, concepts, practices and standards. Deep knowledge of technical field and related disciplines. Understands the context within which the program is conducted and how outcomes contribute to the customer's success. Strong leadership, project management, interpersonal, conflict resolution, marketing and communication skills.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Laboratory Program Manager I / Annual Salary Range: $137,600 - $247,700
NREL takes into consideration a candidate's education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
