Job OverviewReports to the Senior Director of Procurement and works collaboratively with Finance / Legal staff and other departments to prepare and maintain high quality, consistent and accurate RFPs/RFQs/RFI’s and other procurement documents. Works with various departments to create and develop Scopes of Work and Terms of Reference; remains current with market trends and industry challenges to aid in negotiations and obtaining most advantageous pricing with vendors. Performs these and other duties assigned by Senior Director of Procurement relative to daily productivity and individual projects in an efficient and confidential manner independent of close supervision.
Essential FunctionsThe preceding duties are representative of the assignments performed by this position and are not intended to be exclusive:
- Develops and leads sourcing events—RFPs, RFIs and RFQs;
- Examines proposals, perform cost benefit analysis and ensure compliance with NYRA Procurement Department policies and procedures;
- Conducts Bids Openings, leads the Bid Opening Committee to ensure compliance with NYRA’s Procurement Policy;
- Reviews business opportunities and contracts , to identify areas of immediate risk or opportunities for NYRA savings;
- Provides data for pricing negotiations with vendors and other commercial interests;
- Provides NYRA Business owners with information and analysis to negotiate contracts, letter agreements, licensing arrangements and service/supply agreements;
- Manages the advertisement / posting of all formal solicitations into the solicitation module (BidNet) and other media to ensure sufficient vendor outreach;
- Performs the sourcing and procure to pay function in SAP/Ariba. This includes issuing Purchase Orders, Change Orders, and end of year fiscal closing responsibilities;
- Assists business owners with scope development and procurement sourcing strategies;
- In collaboration with NYRA’s Legal Department, Compliance and Risk Department, works to ensure that agreements conform to NYRA’s Terms & Conditions;
- Receives vendor insurance policies to ensure they comply with NYRA’s requirements;
- Reviews documentation submitted in accordance with NYRA policy to determine responsiveness of proposals received, and appropriately files all documentation;
- Performs vendor background checks; follow ups with vendors and visits vendor facilities, as warranted;
- Analyzes vendor performance and enter results within BidNet and/Ariba
- Maintains up-to-date automated records in SAP/Ariba, BidNet and Agiloft for all vendors and suppliers, procurements, contracts, and agreements executed, including renewal and expiration dates;
- Communicates directly with vendors, suppliers and Business Owners regarding pending procurements, and the performance of service agreements, contracts, and other active Purchase Orders;
- Conducts fair market comparisons (Cost Benefit Analysis) for goods / services as required by NYRA’s guidelines and procedures;
- Maintains active research on market conditions, logistics issues and national supply chain strategies;
- Other duties as assigned by the Senior Director of Procurement.
- Bachelor’s degree preferred; a completed Associate degree with requisite equivalent business experience in a public or non-profit sourcing, supply chain or logistics environment will be considered.
- Minimum of 5 years working in a multiple commodity sourcing and procurement environment.
- Demonstrated experience using an ERP finance system e.g. SAP/Ariba
- Excellent verbal, written and interpersonal communication skills.
- Strong work ethic with an ability to work in a fast-paced environment.
- Excellent organizational skills with the demonstrated ability to prioritize effectively.
- Demonstrated ability to handle and maintain confidential information.
- Proficiency with Microsoft Office and Procurement software.
- The ability to adapt to a changing environment.
- Good understanding of contracts, pricing and industry standard procurement practices.
Pay Range / Salary: $68,000 - $73,000 per annum
