The Policing Lab is Hiring a Business Analyst Near Miami, FL

The Position:

The Partnership for Policing Innovation and Reform, a public safety non-profit headquartered in Miami, FL, seeks one (1) Business Analyst with mid-level experience and strong communication skills. 

The selected individual will work on a 20-hour/weekly contract basis as part of our Policing Lab program in close partnership with local police departments to enhance the effective use of data and analytics to reduce gun violence and improve public safety in the Miami area. This is your chance to use your analytical and technical skills to make a real difference in everyday lives.

The Policing Lab provides technical assistance, data analysis, and research services to reduce crime and increase equity in support of responsible police reform through intelligent, precise public safety strategies.

This position requires an onsite presence in the Miami area. The selected individual will be working alongside sworn officers and professional staff, and working closely within analytical and technical teams to deliver operational products. Candidate selection will emphasize teamwork, commitment, and continuous improvement.

Location:

The selected candidate will work part-time on-site within the law enforcement agency, along with remote work as approved by the Policing Lab hiring manager. 

Salary:

Compensation is competitive in Florida and commensurate with experience and qualifications.

Required Qualifications:

· Two or more years of experience in Business / Systems Analysis or Quality Assurance

· A minimum of a bachelor’s degree Computer Science or related field but a master’s degree or higher is preferred.

· Basic knowledge in generating process documentation.

· Proven experience in eliciting requirements and testing

· Strong written and verbal communication skills, including technical writing skills.

· The candidate must be a current Florida resident or U.S. citizen who resides or is willing to relocate to the Miami area (U.S. citizen or green card holder; the position is not eligible for sponsorship).

Preferred Qualifications:

· Certification in project management, business analysis, process analysis and design, or other related discipline, such as PMP (Project Management Professional), CCBA (Certificate of Competency in Business Analysis).

· Preferred educational background related to business, computer science, and engineering and science to business management, finance, economics, accounting, marketing, and statistics.

Duties and responsibilities may include but are not limited to:

· Conduct complex analysis of business processes, technology solutions, and systems infrastructure. 

· Independently coordinate business process redesign projects; participate in strategic planning, formulation of goals and objectives, and decision-making as they relate to business process automation and technology projects.

· Work closely with subject matter experts (SME's) to identify customers' business process needs and gain an understanding of the unit’s operations, systems, and business functions.

· Gain input from stakeholders on information needed for changes or enhancements, including reporting and analytic needs. 

· Translating business requirements into detailed functional specifications and working with technical staff to create a design concept and technical documents to address those issues.

· Evaluate continuously the applications used by the agency to ensure they meet business needs, including workflow configuration changes, customization retrofit, and retiring customizations that are no longer needed; and gather and present information appropriately; ensure necessary modifications are made.

· Perform fact-finding activities to determine if existing processes could be enhanced with software or web solutions; research new technologies including hardware, software and applications available to assist customers in meeting their business needs.

· Test business processes and recommend improvements.

· Write clear and well-structured business requirements and documentation.

· Analyze process issues and bottlenecks to make improvements.

· Communicate and validate requirements with relevant stakeholders.

· Analyze current business processes and make recommendations for improvement based on industry trends and professional business knowledge.

· Improve training and operational procedures within a business to increase efficiency and productivity.

· Manage technical difficulties, working with developers when necessary.

Essential Skills and Abilities: 

· Ability to establish and maintain effective working relationships with department management staff and subject matter experts, employees, and outside agencies.

· Knowledge of conflict resolution principles and theory.

· Knowledge of intermediate to advanced-level skills in MS Office suite, including Visio

· Ability to envision technical solutions, communicate with technical and non-technical staff while serving as the liaison between the two, initiate agreed-upon projects, and build consensus-based solutions as conflicts occur.

· Ability to work effectively in various situations, seek improvements, and look to the future with a flexible approach to change.

· Ability to facilitate compromise between organizations and individuals, sometimes with competing interests and needs.

· Must have the ability to understand the team’s challenges and develop solutions.

· Should be familiar with various types of project management and business analysis software. Proficiency in spreadsheets is also important.
