The Salvation Army USA Central Territory is Hiring a VA HOP Housing Specialist Near Omaha, NE

Summary/Primary Purpose: Coordinate and oversee property related duties for the VA HOP program. Responsible for conducting rent wise educational workshops, developing housing vendors, completing habitability inspections and manage all aspects of leasing.
Essential Duties and Responsibilities:
  • Initiate marketing necessary to advertise the program and services in the community and develop a list of landlords in the proposed service area who are willing to rent to participants.
  • Work with VA to complete pre-inspections of prospective units and coordinate with landlords any fixes that must occur to obtain VA approval.
  • Assist participants in housing search by providing transportation to the different sites, providing education, guidance and referrals and act as a liaison between participant and landlord.
  • Develop a list of neighborhood amenities and information regarding neighborhood associations to provide to program participants.
  • Assess participants’ need for financial assistance to obtain housing and complete the needed paperwork and submit to Program Coordinator for approval and processing.
  • Assist participant in completing paperwork for housing and review any agreements with participants to ensure understanding upon transfer of lease from TSA to program participant.
  • Coordinate new participant housing through all aspects of the lease up process and obtain beds for participants who do not have one upon program admission.
  • Collect program participant rents, which includes proper documentation of money paid, issuing rental payment receipts to participants, completion of documentation for money collected, and writing violation notices to participants who have not paid their rental responsibilities.
  • Complete rental calculations on all new participants and upon changes in participant income during program stay.
  • Assist participant in maintaining safe, affordable housing and provide renter education through the Rent Wise program.
  • Establish and update office procedures for coordinating and providing referrals to housing counseling services agencies and rental and homebuyer assistance programs.
  • Complete monthly check requests and turn into supervisor for approval.
  • Attend staff meetings, Performance and Quality Improvement (PQI) meetings, weekly Multi-disciplinary Team (MDT) meetings and offer input as needed.
  • Attend and participate in MACCH general membership meetings and task force.
  • Attend and participate in weekly VA liaison meetings.
  • Provide on call coverage rotation including taking calls via telephone and going into the office to address a situation if warranted.
  • Complete 15 hours of intensive on-going training per year based on program/participant population need such as Trauma Informed Care, Co-occurring Disorders, Homelessness, Behavioral Health Diagnosis, symptomology and interventions.
  • Driving is an essential function of the position.
  • All other duties as assigned.
Supervisory Responsibilities: None
Education and/or Experience: Associate degree from a two-year college or university or two years related experience and/or training or equivalent combination of education or experience. Should have demonstrated skills or background in the home realty field.
Qualifications: The requirements listed below are representative of the minimal knowledge, skill, and/or ability required for this position.
  • Ability to comply with ethics and professional boundaries.
  • Knowledge of Microsoft Office Suite and the ability to access payroll, timekeeping and personal data via a web-based system.
  • Administrative skills to include utilization of standard office equipment, data entry, 10-key, attention to detail and filing.
  • Ability to be flexible and able to work on multiple projects or tasks simultaneously
  • Good communication skills both written and spoken, and ability to maintain effective working relationships.
  • Demonstrated ability to handle confidential matters.
  • Demonstrate sensitivity to the service population’s cultural and socioeconomic characteristics.
Other Qualifications: Must pass all applicable background checks. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business. Must successfully complete Safe from Harm training within 90 days of hire, as established by The Salvation Army.
Certificates, Licenses, Registrations: Complete CPR/First Aid and Crisis Prevention Intervention (CPI) Training initial training within 6 months of hire.
