MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. or

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience. or

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Requires possession of a valid Class E driver’s license.

JOB DUTIES:

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with service and department policies and procedures. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

This is a professional forestry position responsible for coordinating, analyzing, developing and directing forest based recreation and education programs within the Bunnell District. Specific areas of involvement include, but are not limited to, researching trends in public recreation, recreation planning and recreation policy; public relations; collecting recreation receipts; and evaluating the impacts of public recreation activities on natural resources. The position requires a strong knowledge of resource based recreation, oral and written communication skills, and successful experience in dealing with the public on an individual and collective basis.

Works closely with Resource Administrator and field supervisors in the development, implementation and enforcement of forest recreation policies and procedures. Responsible for fiscal procedures related to center wide recreational programs including, but not limited to, budget preparations, collection and processing of recreation area receipts, purchasing, conducting fee area audits, management of concession agreements and management of recreation related grant programs. Secures alternative funding for recreational projects. Prepares a variety of written and oral reports.

Oversees design, installation and construction of various recreation facilities and amenities. Provides assistance to field staff in the development and oversight of all forests five year recreation plans and annual work plans. Conducts routine inspections of recreational facilities for quality control purposes. Assists in the design and implementation of outdoor recreation training programs. Monitors areas to evaluate impacts from recreation activities.

Serves as primary public contact for the District’s forest recreation program which includes the following: developing and managing a Bunnell District Chapter of Friends of Florida State Forests, coordinating the Bunnell District’s volunteer program, providing oversight of the District’s Forest Liaison Committees and maintaining liaison with recreation professionals from cooperating, public land management agencies as well as forest user groups and environmental organizations using a variety of forums. Designs and develops exhibits and literature promoting the state forest system and its management goals.

Provides wildfire and emergency response support as directed. Assists in the development of smoke management, wildfire prevention, prescribed fire, pre-suppression burning plans and hazardous fuels mitigation. Assists in the enforcement of Florida’s open burning laws and regulations.

Assists in the assigned area of responsibility with the planning, development and administration of the Florida Forest Service’s State Forest Program. In addition to outdoor recreation, this includes management of timber, wildlife, protected species, archeological and historic resources, and aquatic resources.

Performs other duties as assigned, which may include the handling of revenue.
