An exciting opportunity is available for a professional, career-minded individual to fill the OPS Grants Specialist IV position for the Bureau of Parks District 1 of the Florida Park Service. This position is grant funded. The position may be extended if addition funds/resources are allocated. The grant is currently funded through the Gulf Environmental Benefit Fund administered by the National Fish and Wildlife Foundation.

Pay:

$21 per hour

Your Specific Responsibilities:

The District 1 Administration Office is located within St. Andrews State Park in Panama City, FL, there will be additional field days at Deer Lake State Park in Santa Rosa Beach, FL.

This position will be responsible for coordinating financial tracking, reporting requirements, and maintain financial records while adhering to DEP purchasing and retention policy for the Coastal Dune Lakes Watershed Restoration Grant at Deer Lake State Park.

This position will also assist in planning, coordinating and implementing all administrative activities related to grant operations. Performs fiscal, purchasing, and budget tracking duties for the grant. Maintains computerized budget tracking system and reconciles with FLAIR. Provides related budget reports to the Grant Manager and district leadership. Assists Grant Manager in the planning and administration of contracts and permits. Processes requisitions, bids, and p-card transactions.

Performs and directs data entry required to maintain grant records. Maintains grant archival and resource files. Prepares and processes paperwork relating to personnel activities to include, selection and recruitment, employee relations and travel.

Develops management reports and summaries for use in making management decisions and planning grant activities, services and resource management. Assists in assuring grant compliance with current division policies, procedures and programs. Provides recommendations to the grant manager for processes and procedures which will promote efficiency and simplify administrative functions. Attends meetings and training sessions and represents the Grant Manager at meetings with division representatives, other agencies and organizations. Performs other related duties as required.

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

KNOWLEDGE, SKILLS AND ABILITIES:

KNOWLEDGE OF:

  • Grant managing process. Administrative principles and practices; methods of data collection; principles and techniques of effective verbal and written communication.

SKILL IN:

  • Use of office equipment including computers and related software including such as Microsoft Office Programs including Word and Excel.

ABILITY TO:

  • Collect, evaluate and analyze data relating to accounting, personnel, purchasing and report writing; prepare correspondence and administrative reports; understand and apply applicable rules, regulations, policies and procedures; utilize problem solving techniques; work independently; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; maintain a valid driver’s license; assist in formulation of budget preparation.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES FOR THE POSITION:

  • Ability to learn and utilize FLAIR, My Florida MarketPlace (MFMP), Quicken, Oculus, PPMTS.
  • Prepare correspondence and administrative reports; prepare forms and reports on a wide range of subjects including accidents, crisis and miscellaneous incidents, vehicle and equipment operations, p-cards; maintain computerized budget tracking system and reconcile monthly; monitor and audit grant revenue procedures and related reports; answers correspondence; maintains grant files; work independently; understand and apply applicable rules, regulations, policies and procedures relating to the Florida Park Service operations and administrative functions and utilize problem solving techniques.
