The Florida College System consists of the 28 public state and community colleges which provide access to high-quality, affordable academic and career educational programs that maximize student learning and success, develop a globally competitive workforce, and respond rapidly to state and community needs.

Job Description

The Director of Workforce and Academic Alignment (working title), Program Specialist IV, provides leadership for directing, planning, organizing and monitoring workforce educational programs for the 28 Florida College System (FCS) institutions in the Division of Florida Colleges under the supervision of the Executive Vice Chancellor. The Director exercises independent judgment in formulating policies and procedures for consideration by the State Board of Education impact of workforce education in the FCS and other levels of education.

This position provides direction and oversight for aligning programmatic offerings with workforce needs through educational pathways and stackable credentials and strategic workforce initiatives, and works closely with the Vice Chancellor of Academic and Student Affairs on workforce and academic alignment, including FCS baccalaureate programs and teacher preparation programs. Lastly, this position is the lead administrator for the Linking Industry to Nursing Education (LINE) grant program.

Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Coordinates with the Division of Career and Adult Education, including the Office of Articulation, and the Division of Public Schools on program/curriculum issues of mutual interest/responsibility.
  • Serves as the Division’s liaison to the Council on Workforce Education and provides leadership and coordination for appropriate statewide committees and task forces relating to Florida college workforce programs and curriculum.
  • Provides oversight and administrative leadership over key workforce grants such as the Linking Industry to Nursing Education (LINE) Fund, acting as the Division’s liaison with college, university and school district partners.
  • Provides descriptive analyses of quantitative and qualitative data regarding status of grant activities. Provides regular reports, data analyses, and evaluation tools to FDOE leadership.
  • Provides the necessary support to agencies to ensure timely execution of project aims and goals.
  • Informs student success using data, research, and innovative best practices to promote alignment and coherence in policy development through briefs, reports and presentations shared with colleges and other stakeholders.
  • Analyzes Florida Statutes, rules and other policy statements that affect workforce education in the Florida College System and other levels of public education; assists in the formulation of policies and develops revisions to current policies to effect changes and improvements in the delivery of workforce education.
  • Works closely with Division of Florida Colleges staff and cross-sector counterparts to develop and coordinate Division efforts to maximize highest student achievement within the FCS.
  • Participates in special studies, creates reports and serves on committees related to postsecondary workforce education for other educational units, commissions, and the Legislature as requested by the Executive Vice Chancellor or the Chancellor.

  • Ability to understand and apply Department, Division, State and Federal laws, standards, policies, rules and procedures relevant to Florida Colleges.
  • Ability to provide consultative services and to work in collaborative relationships with internal customers and others in the statewide educational arena.
  • Ability to provide policy analysis, problem identification, research skills, critical thinking, judgment and decision-making, coordination and organizational skills, analysis and utilization of data, basic computer applications and presentation skills.
  • Ability to manage multiple projects within deadlines and in accordance with project requirements.

Minimum Qualifications

2 years of profressional experience in higher education, grants management or related area.

Preferred Qualifications

Expereince administering education programs workforce or project management.

  • A bachelor’s degree from an accredited college or university in a related field.

LEAVE INFORMATION: SMS/SES

  • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
  • Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.

BACKGROUND SCREENING REQUIREMENT
